About The Role

The Policy Analyst provides high-quality policy advice to the Council and Partners to help deliver priorities, improved outcomes and ambitions for Hounslow.

They will lead on the delivery of projects, policy, process and scrutiny reviews, and strategy development; they will work with Members, senior officers, and will coordinate work across departments and partners.

Key Responsibilities:

1. To support in the delivery of an agile corporate policy function to the Corporate Leadership Team, Cabinet, service areas and Councillors through providing proactive policy advice, research, analyses and evaluation.

2. To support in the development of the Council’s policy framework to enable the Council to achieve its vision and priorities, maintain up-to-date knowledge of current and emerging issues, identifying areas where new policies and strategies need to be developed.

3. To promote effective scrutiny through active engagement and collaboration across the Council and Partners; provide professional advice and guidance to ensure that scrutiny contributes positively to policy development, sound decision making and holding the Cabinet to account.

4. Produce and disseminate a range of high-quality, clear, concise and incisive verbal, written and presentational output including briefing notes, research briefs, presentations and final reports, in a wide range of formats and language best suited to the target audience.

Your Skills:

1. An understanding of public sector services and functions, particularly those affecting local government and its partners as well as the role of corporate policy. Proven ability to undertake reviews into policies, processes, services and best practice, arriving at clear, concise findings and specific and deliverable recommendations.

2. Excellent attention to detail, capable of effective research, analyses and evaluation and production of high-quality documentation; able to adapt approach and style to the needs of the target audience.

3. Political acumen and sensitivity, able to build trust, confidence and respect with Councillors and officers; experience of effective and professional coordination of work programmes and appropriate, timely communication.

4. A team player with a practical approach to solving challenges and disputes and an ability to influence and steer discussions to a positive conclusion in a politicised environment.

Professional Qualifications:

  • A degree-level qualification or demonstrable work-based experience that evidences an equivalent level of attainment and competence in related disciplines.

  • A visible commitment to continuous professional development.
