We have an exciting opportunity for a Senior Planning Manager to be part of National Highways 3rd Party Infrastructure Group to support the collaboration work with one or more Nationally Significant Infrastructure Projects (NSIPS) such as HS2, other Rail Expansions and Airport Expansions.
You will be working on some of the largest infrastructure projects in England and providing support to ensure National Highways interests are properly considered during the planning stages of these schemes.
You will be contributing to promoting the Company’s position and reputation through visible and effective partnerships with Third Party projects and DfT (our key stakeholder). Therefore, the ability to problem solve and communicate effectively is essential.

This role will be worked on a hybrid basis with a minimum of 40% spent in the office per week, in addition to regular travel to National Highways, developer and stakeholder offices.
What you’ll be leading on
- Lead engagement with scheme promoters to identify and agree collaborative delivery solutions that meet the Company’s License obligations, and which secure best value and mitigate any impacts on the company’s KPI’s.
- Plan and manage a programme of work to evaluate proposals and provide advice, guidance, and any instruction required so that company performance targets are achieved.
- Define and commission services from specialist resources within National Highways to achieve efficient collection and effective analysis of data and intelligence to identify and inform stakeholders of impacts of construction on performance.
- Establish and run suitable governance to oversee and take decisions on the company’s position, escalating risks, and issues through existing governance and to the Executive committee and CEO.
- Commission and drive effective network impact assessment to inform decisive action and safeguard operational efficiency of the network during and after the construction of 3rd party projects.
To be successful you’ll need
- A civil engineering, transport planning or project management background.
- Strong leadership skills, able to inspire and motivate expert staff across the organisation.
- Evidence of partnership working with a collaborative approach.
- Good communicator/influencer, with the ability to build effective working relationships at all levels.
- Experience within an infrastructure project environment, not only delivering outcomes but evidencing the ability to have a strategic approach and understanding.
A bit about us
The 3rd Party Infrastructure Group’s main purpose is to lead National Highways engagement with and response to Nationally Significant Infrastructure Projects (for example High Speed 2, Rail Expansion, Airport expansion), which will impact on the Strategic Road Network (SRN).
The 3rd Party Infrastructure Group sits within Customer, Strategy and Communications Directorate, whcih plays a critical role at the heart of National Highways. We provide strategic direction to the organisation and work closely with all the other directorates to enable delivery of the company’s ambitious agenda, enabling the company to deliver economic and social benefits through meeting the needs of our customers and clients, as well as our regulatory obligations.
We deliver critical analytical support, provide strategic direction for our customer service imperative, partner with colleagues across the business to devise and deliver communications activities, and we shape, lead and drive the overall transformation of National Highways.
