Job summary

The PCN operations manager is a lead role within a complex environment of primary care management. They will manage the day-to-day operations of the PCN, including managing PCN staff and physical resources including premises.

The PCN operations manager will be instrumental in PCN progressing its PCN development plan within the context of H&W Health Ltd. This role will work closely with member practices and develop strong relationships with local partner organisations.

About us

H&W Health Ltd is a company providing services for Hitchin and Whitwell Primary
Care Network. The Network covers approximately 47,000 patients from four local
GP surgeries.

Hitchin is a market town in Hertfordshire with excellent schools and transport links.

Responsibilities

The following are the core responsibilities of the PCN Operations Manager. There may be, on occasion, a requirement to carry out other tasks; this will be dependent upon factors such as workload and staffing levels.

1. Operational

  • Support the PCN Clinical Director and Business Manager in identifying projects and necessary workstreams
  • Implement projects and pathways
  • Ensure PCN premises are well maintained and fit for purpose
  • Be responsible for managing PCN physical resources
  • Have a good understanding of CQC and other regulatory requirements and ensure PCN compliance
  • Contribute to the development of key performance indicators for the successful assessment of individual and work stream success.
  • Keep up to date with relevant national policies, including but not limited to QoF, PCN Directed Enhanced Service Specification, Enhanced Commissioning Framework

2. Communication

  • Develop excellent relationships with key stakeholders both internal and external staff
  • Conduct meetings as required with clear agendas, minutes and actions from each
  • Draft PCN newsletter and ensure dissemination
  • Maintain GPTeamNet library

3. Enhanced Access (EA)

  • Set up clinics on HWPCN SystmOne Hub and amend as needed
  • Set up and manage staff rotas and shift allocation using TeamNet
  • Undertake patient feedback surveys to evaluate and improve the EA service
  • Encourage 100% usage of the EA service, offering training to practices as required
  • Manage staffing the EA clinics and liaise with PCN Business Manager and Clinical Director if any concerns

4. PCN SystmOne Hub Management

  • Responsible for managing staff access to Hub, including smartcards and passwords
  • Set up clinics on Hub
  • Monitor and manage tasks and other Hub admin

5. Line Management

  • Develop job descriptions and person specifications for new staff
  • Lead on staff recruitment
  • Be responsible for management of PCN staff including those on the Additional Roles Reimbursement (ARR) Scheme
  • Support integration of staff into practices
  • Liaise with third parties involved with PCN staff
  • Provide link between all parties involves with PCN staff
  • Ensure appropriate appraisals and reviews are carried out for PCN staff
  • Manage all leave including annual, study and sickness absence via TeamNet
  • Undertake staff surveys and use data to develop initiatives to support staff wellbeing and team sustainability

6. General requirements

  • Must be able to work to a flexible schedule and extended hours to accommodate the needs of the PCN
  • Must be in possession of a qualified UK driver’s license and acceptable driving record at time of appointment and throughout employment in this position.
  • Regular access to own vehicle is required.

7. Confidentiality

  • All staff are required to respect the confidentiality of all PCN business and the business of the PCN’s staff, residents, patients and general public which they may learn in the execution of their duties.

  • Maintain adequate levels of physical fitness to ensure that manual handling procedures can be carried out safely and effectively

12. Professional Registration

  • All qualified / professional staff are required to adhere to the relevant Code of Practice (and other guidance issued by them). It is the responsibility of the individual concerned to keep professionally registered and updated in accordance with the requirements of the relevant Code of Practice and to follow guidance issues by the professional body.

13. Policies and Procedures

  • The post holder is expected to comply with all relevant PCN policies, procedures and guidelines.

PERSON SPECIFICATION

KNOWLEDGE: Essential

· Educated to degree level or equivalent significant experience

· Formal Management Qualification or equivalent significant experience

· Knowledge of PCN DES, IIF, QOF. Understand the payment structures within primary care

· Experience working within NHS Primary Care

KNOWLEDGE: Desirable

· Hold a management qualification appropriate to the post

· HR qualification/ training

EXPERIENCE: Essential

· Minimum of 12 months experience in a senior role working with/in Primary Care or similar with transferable skills

· Experience of working on GP clinical systems

· Experience of facilitating and managing change

· Experience in managing and leading staff

· Experience in managing records and data protection issues

· Using and administering SystmOne

· Using and administering TeamNet

· Experience with Ardens

EXPERIENCE: Desirable

· Experience of developing and implementing common systems and processes across teams and across service boundaries

· Using and administering NHS Spine portal for smart cards
