The role and our team
Reducing greenhouse gas emissions to Net Zero by 2050 is one of the most pivotal challenges facing the UK today. The Smart Metering Implementation Programme (SMIP) is a core BEIS delivery programme, part of the Government Major Projects Portfolio (GMPP) and is a fundamental enabler of the cost-effective delivery of net zero carbon emissions by 2050. Using smart meters, consumers can gain a better understanding of the energy consumption and work to reduce it.
The SMIP is modernising the energy system and transforming the consumer experience by replacing traditional meters with smart meters. It is advancing competition in energy provision, enabling the energy system to harness the power of smart technology, and improving customer service and information.
We are looking for an HEO analyst to support the analysis underpinning the successful roll-out of smart meters to domestic and non-domestic customers across Great Britain at scale, overseeing c.£13bn of private energy sector investment, delivering benefits of c.£19bn, and supporting 15,000 jobs. This multifaceted role provides the opportunity to support an established and priority area across Government, with opportunities for cross-government working and exposure with senior policy stakeholders. It would suit a driven individual keen to develop technical analysis and use it to influence real-world policy decision-making. The smart metering analytical team works very closely with the SMIP policy teams and its management.
The role sits within the Smart, Evaluation and Non-Domestic Analysis team, a multi-disciplinary (and friendly!) team. As a team, we are dedicated to professional development, diversity and inclusion, and offer an accommodating and flexible working environment.

Key responsibilities
As an HEO analyst on smart metering, you will:
- Work on a variety of analytical projects underpinning policy decisions to support the rollout of smart meters for domestic and non-domestic consumers. This evidence base is crucial to make effective and timely policy decisions as the rollout progresses within the post-2020 policy framework and plays a central role in these decisions.
- Develop modelling and draw insights to support decisions on installation targets and tolerance levels for the second part of the post-2020 framework, as part of the ongoing Mid-Point Review process.
- Develop analysis on the costs and benefits associated to the rollout of smart meters and related policy interventions, drawing from the modelling conducted for the 2019 Cost-Benefit Analysis.
- Collaborate and engage with the Smart Metering Research and Evaluation team to draw insights from a wide range of commissioned research on consumer attitudes and monitoring data on the rollout to embed them in new and existing modelling frameworks. Smart metering analysis can rely on a wide range of existing datasets and evidence from different data sources, including a quarterly publication of statistics on the rollout.
- Engage analysts across BEIS to develop evidence around the value of smart meters within the energy system, as well as the interactions with other government policies.
- Work in close contact with policy colleagues to understand shifting priorities and outputs, establishing positive relationships and ensuring the delivery of impactful and timely analysis. The role offers unique opportunities for presenting analysis to a group of very engaged SCS leading the programme, including the Programme’s SRO.
Skills and experience
We are looking for candidates to demonstrate:
- Strong analytical skills and an ability to undertake analytical projects in response to policy requirements. This includes planning and delivering at pace against key policy commitments and adapting flexibly to rapidly-evolving priorities;
- Ability to use Excel for modelling policy outcomes, in particular the impact of policies on the smart meters rollout. These responsibilities are shared throughout the team, with potential for the candidate to lead on agreed projects. The successful candidate will also be supported in completing any learning and development required for the role;
- Willingness to develop skills relating to the effective presentation of analysis in different formats and to different audiences (including to senior leaders), including SMIP’s key governance boards, where analysis is regularly presented to inform policy decisions;
- Ability to understand the wider context in the Directorate, Department and externally and feed this context into evolving analytical products;
- A commitment to integrated working with policy teams and motivation to proactively respond to their needs;
- A dedication to your own professional development
Qualifications
Eligibility for the analytical professions is outlined below (please refer to the attached document for more information):
For social researchers a 2:1 (or higher) in a relevant social science degree with a substantive research element, such as demography, economics, human geography, linguistics, or psychology. Alternatively a 2:2 in a non-social science degree plus a masters level social science degree, or work place experience and a degree equivalent (Certificate or Diploma), are also accepted.
For statisticians a 2:2 in a subject containing at least 25% taught statistical content, such as statistics, mathematics, economics, sciences, business studies, psychology, geography, or a higher degree, e.g. a MSc or PhD, in a subject containing formal statistical training.
For operational researchers a 2:1 or higher numerate degree, or a 2:2 with relevant work experience or postgraduate qualification. Highly numerate degrees include: Astrophysics, Data Science, Decision Science, Econometrics, Engineering, Mathematics, Operational Research, Physics and Statistics.
