Job summary
The Home Office is building a new Border and Immigration System that supports the UK economy and our public services. Users will benefit from digitised services, streamlined processes and simplified guidance.
A programme is underway, the Future Border and Immigration System (FBIS) Programme, to lead the design and delivery of the future system. This programme is delivering the biggest transformation to the border and immigration system in a generation and this is one of the Government’s highest priorities.
The programme is divided into three pillars of delivery each headed up by a Senior Civil Servant Programme Director.
Job description
The advertised role is for Programme Support Officer who will be based in the FBIS Programme Management Office (PMO).
The PMO is the beating heart of the programme and the successful candidates will work closely with project teams, and teams from cross-cutting areas such as policy, operations, technology and commercial.
The role involves work to support the effective running of governance, change management, and information management line with wider programme standards.

We are looking for an enthusiastic and committed individual able to work flexibly in a high profile, fast moving and rapidly changing area of delivery which will continue to attract significant interest from Ministers, wider Government, the media and the public. In addition, the ability to work effectively with stakeholders, strong organisational skills and excellent communication skills will be particularly important.

This is a permanent position and the post holder will be expected to move to another Home Office programme when the current programme ends.
The responsibilities are as follows:
- Governance - Establishing and maintaining governance arrangements at pillar level including the running of pillar level boards and aligning the running of these boards with wider programme arrangements including the FBIS Programme Board chaired by the Programme SROs.
- Change Management – Communicating and promoting the programme change management strategy within a pillar of programme delivery, ensuring the change management process is followed, co-ordinating change requests and impact assessments (including escalation where appropriate) and logging change decisions.
- Lessons Learned - Supporting lessons learned processes in-line with the FBIS lessons learned strategy, facilitating workshops to explore what went well and not so well to promote a learning by experience culture, developing and monitoring action plans, supporting the effective communication of lessons learned to the whole Programme to drive wider-reaching improvements.
- Assurance Management – Support the maintenance of the Programme Integrated Assurance and Approvals plan and provide pillar advice on smother transition to BAU.
- Information Management – Establishing and maintaining the SharePoint record management system, maintaining a list of core documents and ensuring configuration control.
Note: You may be required to carry out other duties within the scope of the grade.
Essential criteria
Successful candidates must have:
- Excellent organisational skills.
- Good communication skills including good written skills with excellent attention to detail.
- Experience of working in a programme or project environment and knowledge of project and programme management techniques.
- Excellent stakeholder engagement and collaborative working skills; including confidence and experience in developing relationships with senior stakeholders and managing a quality service.
- Ability to gain an understanding of complex information as well as understand what needs to be communicated to colleagues (areas of importance and interest).
Desirable criteria
- A Project Delivery qualification.
- Immigration experience and/or a broad understanding and awareness of the border and immigration system.
- Experience of using Microsoft Project Online and PowerBi.

Selection process details
As part of the application process candidates will be required to submit a CV and Statement of Suitability (of no more than 750 words). In addition candidates will be required to provide evidence of two behaviours 'Managing a Quality Service' and 'Delivering at Pace'

Your Statement of Suitability should be aligned to the Essential Criteria as set out in the job advertisement.
CVs will not be scored.
The sift will be held on the Statement of suitability and Behaviour examples.
In an event where a high volume of applications are received, an initial sift will take place using the Statement of suitability. Candidates who pass the initial sift will be either progressed to a full sift or straight to interview.
Successful candidates shortlisted for interview will be tested on all behaviours outlined in the job advertisement.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
The successful candidates will be required to hold or be willing to secure Security Check clearance.
