Purpose of Job
The Managing Director, Information Technology (MD IT) develops the IT function of the Bank, developing the strategy, and leading the design, implementation and management of technology and technology enabled processes to support the Bank’s strategic and operational priorities. As the most senior technologist in the Bank the MD IT provides guidance on the effective use of IT across the Bank, including all related matters of digitalisation, strategy, governance, security, design and cost effectiveness.
MD IT works with Executive and Senior Management of the Bank to influence and enable the Bank’s strategy through effective information technologies that adequately fulfil the needs of the business, and drive productivity. The role includes a strong focus on technology transformation, and technology to support in the future-proofing of the Bank.
MD IT is also responsible for the Information Management Department.
Accountabilities and Responsibilities
- Develop the IT strategy, in alignment with Bank objectives, and oversee its implementation, including advancing the technology transformation agenda in order to futureproof the Bank, increase capacity and speed of delivery.
- Ensures that the Bank’s information assets are kept secure, controlled and accessible at all times.
- Lead the IT function by managing the technology, resources, budget, and department across the Bank’s HQ and 35 Regional Offices, to ensure IT operations run smoothly and effectively, meeting business needs.
- Drives technology transformation through leading, developing and overseeing the implementation of the strategy, including the business engagement model and transition to a capability defined business model.
- Deliver on the technology platforms to support the next phase of the Bank’s Multi Year Investment Plan (MYIP) through building capacity and capability across the Bank, in order to digitalise core Bank processes and deliver accelerated business value through investing in technology. Significant MYIP activities include largescale technology implementation (e.g. ERP/ Monarch/ Donor Lifecycle and Reporting) and data management technology.
- Work closely with other MDs engaged in transformation to ensure the priorities and approach to wide scale change and transformation are joined up across the bank and set up to be able to realise the agreed benefits.
- Define the IT service management approach to supporting software development, considering skills, resources, tools, policies, procedures, methodologies, infrastructure, management and processes.
- Develop and ensure the implementation of a cyber-security strategy and roadmap for delivering security improvements.
- Maintains a data driven approach and a set of OKRs and metrics that demonstrates the cost and value of technology to the business
- Manages technology and information related risk in the Bank, identifying and managing key risks and issues to ensure that the technology is suitably robust and resilient to meet the demands of the Bank in changing circumstances under all normal and business continuity scenarios.
- Selects and maintains a mix of resources, partners and vendors to ensure that all the department can meet its obligations for new initiatives and current operations and, working with CVM, manages the operational delivery and commercial management of third parties and suppliers, ensuring risks are managed and appropriate governance is in place.
- Develop the IT people strategy, including a focus on location strategy, to ensure the department has the workforce needed to achieve the department’s objectives now and in the future, translating this in to an actionable resource plan.
- Provide oversight of all matters relating to IT governance, architecture and security, including the development, integration and delivery of systems, infrastructure and communications networks.
- Promote and elevate the Bank’s technology to improve and explore the Bank’s digital proposition and potential technology partnerships with other MDBs.
- Support the Bank’s Crisis Management Team and oversee the development, testing and delivery of the Bank’s disaster recovery facilities. Represent IT on a range of steering committees for major programmes (e.g. ERP replacement) as well as the MYIP Investment Committee (PSB), ExCom and the Board, with a focus on the governance of technology investment.
- Oversee the Information Management function to ensure EBRD information is managed in line with the correct governance and business requirements, assuming responsibility as set out in the RACI.
- Directly accountable for the engagement and effective overall management of staff including recruitment, compensation (as per procedure and guidelines), performance management, coaching and development.
Knowledge, Skills, Experience & Qualifications
- Extensive experience in leading a technology function, preferably in a CIO role, with a focus on resilience, people leadership, strategy development, implementation, and investment in technology to enable business transformation.
- Proven track record in managing and overseeing complex and, diverse organisation-wide information technology environments and operations, preferably in an international/cross border context
- Deep experience of handling information and cyber related issues in a complex international organisation
- Demonstrable experience in formulating strategy, gaining buy-in at Executive and Board levels and mobilising resources to implement change.
- Experience of successfully leading a large and diverse team of professionals and partner resources, especially in iterative and agile delivery
- Evidence of experience in transforming a business digitalisation and the use of technology, and understanding how technology contributes to growth, demonstrating a deep understanding of business strategy.
- Experience of driving innovation and delivering value beyond function/ organisation, via successful networks and collaboration.
- Ability to positively collaborate as part of a senior leadership team, and operate across the Bank as a whole to develop effective partnerships. Provide effective motivation, resilience and guidance and ensure consistency of approach across the team through good planning and organising abilities.
- Excellent communication skills, with strong influencing skills and an ability to effectively communicate technical issues in plain language.
- A pragmatic, problem solving mind-set with an ability to tackle difficult political and implementation issues related to both operations and projects and guide all parties to an outcome in the best interest and risk appetite of the organisation.
- Excellent organisational awareness and alignment to the Bank’s agenda – understand how to get things done through the formal and informal channels of an organisation in a manner consistent with the organisation’s mandate.
- Experience of implementing ERPs and finance system transformation across an enterprise
- Degree and post-graduate qualifications in relevant field or equivalent experience.
