About this Role
This role is about leveraging learning theory, practice and experience to develop and implement creative and effective learning solutions; the ultimate aim is to help our people develop the skills, knowledge and abilities needed to fulfil the short and long-term ambitions of Registers of Scotland.
You will be joining a dynamic, professional learning and development team, supporting Registers of Scotland learning needs. The role holder will be responsible for a service stream working in partnership with stakeholders and learning coaches to prioritise and develop new engaging and imaginative learning solutions, ensuring they are consistent with the business overall strategies, objectives, and needs.
The role is centred around driving innovative learning methods that are focused on quality, return on investment and continuous improvement:
- An ability to lead and contribute to the timely delivery of L&D initiatives whilst being flexible should priorities change, is essential.
- A big picture thinker who is also adept at detail work.
- Enjoy both team working and delivering solo projects in equal measure.
- There may also be times where you need to liaise with external learning and development providers to source training.
Job description
Your main duties will include:
- Training needs analysis and assessment to determine learning and development needs and performance outcomes at an organisational, group, team and individual level in alignment with strategic workforce planning requirements
- Use of digital tools to create flexible and innovative learning programmes with specific focus on virtual training design and delivery
- Scope, design, develop and deliver behavioural and technical learning interventions that enable business outcomes, utilising blended learning solutions
- Specifically, translate operational and technical training requirements into accessible and valuable development interventions
- Evaluate learning and development initiatives to assess effectiveness, benefit realisation and business relevance
- Utilising a project management approach, own the end-to-end organisation and execution of learning interventions and events
- Keep up to date with business priorities and strategy, supporting corporate plan requirements through aligned learning support
- Build strong relationships with stakeholders and partner to ensure effective understanding and implementation of development requirements
Person specification
Technical & Professional
- Educated to degree level within relevant field of Human Resources and/or have relevant experience and proven track record delivering within a Learning & Development environment.
- Proven ability to work collaboratively with a range of stakeholders to complete training needs analysis, identify learning and development requirements at organisation, team, and individual level, whilst aligning with strategic and corporate plans - assessing skills, both behavioural and technical
- Demonstrated ability to focus on continuous improvement with clear strategy to manage own personal development, through building knowledge of research, theory, and external insight
- Experience in developing other colleagues (through an associate or Learning Coach model) to design and deliver learning for their local areas with an aim to support all organisational development needs
- Experience of developing and embedding coaching and mentoring skills and practices, to support a culture of self-reflection, development, continuous improvement and capability
- Application of project management experience to act as a consultant, understanding requirements to build solutions in a fast-paced change environment
- Proven experience of designing, implementing, and evaluating impactful and engaging training (including role based, digital learning and development pathways) within a fast paced and changing environment

Things you need to know
Selection process details
Candidates will be assessed against the essential criteria for the role and competences as stated above. We will invite suitable candidates to an assessment centre week commencing 29 May, though this is subject to confirmation.
Assessments are likely to include a Competency-Based Interview and an Analysis & Presentation Exercise, details of which will be shared with candidates on the day; you will not be required to prepare anything in advance. We are planning to assess candidates remotely via MS Teams. Assessments and appointments are made in line with the Civil Service Recruitment Principles.
Feedback will only be provided if you attend an interview or assessment.
