Ofgem administers a wide portfolio of environmental schemes, such as the Renewables Obligation (RO); Non-Domestic RHI (NI and GB); Feed-in-Tariff (FiT); the Boiler Upgrade Scheme; the Energy Companies Obligation and, Domestic RHI (GB). As part of the administration of these schemes, we are tasked with the assessment of a high volume of eligibility assessments in order to verify new and ongoing scheme eligibility measures, stations and installations. As a Lead Operations Manager within the Delivery Hub, you will be responsible for leading multi-disciplinary teams, ensuring the end-end operational delivery of the assessment processes both pre and post approval across several of the aforementioned schemes.

Ready to support the business in delivering high quality services to customers and/or service users, you’ll have experience in leading multi-functional operational teams, delivering target-based results across wide spans of control, including expertise in supporting, mentoring and performance management.
You’ll bring significant experience in robust decision-making, that carries significant risk and experience (in any sector) of managing operational risk, resourcing, and budgetary controls. Excellent collaboration and stakeholder management skills are important, including at senior levels. An energetic self-starter and confident problem-solver, you’ll offer both a strategic perspective and attention to detail. Experience of strategic management and comprehensive knowledge and experience of the portfolio of environmental programmes administered by Ofgem would be helpful but is not essential.

This role will allow for the successful candidate to play a key role in running renewable energy programmes Ofgem run on behalf of the government with a particular focus on the assessment functions of those schemes.
As a Lead Operations Manager within the Delivery Hub, you will be responsible for leading multi-disciplinary teams, ensuring the end-end operational delivery of the assessment processes both pre and post approval across several the aforementioned schemes. Additionally, alongside other Operations Managers, you will be expected to take ownership of risk and issue management; and KPI management. The role focuses specifically on the key outputs and deliverables below.
Key Responsibilities:
- Leadership and line management responsibilities, supporting the personal development of teams and staff.

- Manage team performance and meet operational key performance indicators.
- Represent Ofgem at meetings with industry, government and consumers as needed.
- Manage relationships with key internal and external stakeholders.
- Review processes and procedures to improve performance and efficiencies.
- Ensure applications and measure assessments are accurately reviewed.
- Engage with customers, consultants and participants, including answering complaints.
- Responsibility for effective risk management to avoid significant fraud and other process failures.
- Collaborates closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery.
- Demonstrates effective diversity and inclusive team management within their team and the wider organisation.
Key Outputs and Deliverables
- Establish, develop and lead effective team(s) centred on delivering high quality services to customers and/or external service users.
- Ensure effective prioritisation and use of people & resources including effective budgetary controls as appropriate including effective decisions.
- Engage with external parties/relevant third parties through industry forums as well as internal colleagues in support of Ofgem activity in which may include the regulatory compliance, enforcement and licensing teams.
- Driving excellent customer service at a senior level, developing, leading and maintaining collaborative work processes that put the customer first.
- Ensure that there is robust project and programme management of new initiatives, including robust risk management and assurance processes are fully embedded.
- Develop operational performance measures, service standards and business plans in collaboration with other senior leaders, service users and agreed with funding partners (where appropriate). Implement and maintain effective monitoring and review of the team(s)’ performance against these measures.
- Manage effective and inclusive team resourcing and staff onboarding through close engagement with relevant Deputy Director, Workstream Managers, Heads of Professions, PDLs and Workforce Planners to ensure best talent match to work needs.
- Takes ownership for own and team members’ professional development.
- Providing ongoing coaching and identification of development opportunities in regular performance conversations.
- Supporting team member’s performance evaluation.
