What's involved with this role:
Interim Senior Commissioning Officer x2 Reference no: Southwark 5224200 Pay Rate: £220 per day PAYE A Commissioning Officer is required to develop and implement robust governance arrangements for the department’s commissioning activity, translating the commissioning intentions set out in the department’s business and partnership plans into a programme of work for the commissioning team. To lead the joint commissioning of services for children, adults and families, working with a range of partners across the statutory, private and voluntary sectors, including the NHS to develop robust, integrated commissioning structures and processes. Key responsibilities:
  • Develop strategic priorities and lead the work on the design and commissioning of services for children, adults, and families, to improve quality, value for money and reflect national and local priorities.
  • Be responsible for the delivery of complex project plans, monitoring and managing progress and taking responsibility for problem solving; resolving issues to ensure individual projects and the wider commissioning programme remain on track to deliver on time and in budget.
  • Lead on specific commissioning projects that help shape and influence the provider market to deliver the departmental priorities, including the development of market management and development strategies to deliver greater choice and control for people who use services.
  • Work closely with finance, procurement, and legal officers to ensure procurement processes are timely, competitive, transparent, and equitable.
  • Ensure that accurate and reliable data is collected and maintained on relevant business systems in the manner and frequency required.
  • Develop and maintain expert knowledge on relevant legislation, guidelines, and government policy in relation to children, adults, and families in order to support and develop effective collaboration with service managers from across the department.
  • Research, collect, collate, and analyse information about the local market to identify changes or developments in service provision, develop the local market and ensure a relentless focus on efficiency and value for money from commissioned services.
  • Lead cross-departmental projects, creating flexible, outcome-based, fixed-line project teams to deliver the rapid changes required by the new local and national policy and financial frameworks.
  • Work closely with strategy, performance, and public health leads to contribute to the planning and delivery of the joint strategic needs assessment and health and wellbeing strategy.
  • Facilitate stakeholder involvement in service re-design and development, ensuring proper involvement in decision-making undertaken by the relevant partnership or governance groups by organising and chairing workshops, consultation events, information events, forums, and steering groups as appropriate.
  • Represent departmental commissioning at cross agency strategy, planning and development meetings, and contribute to the development of new inter agency initiatives across the children and adult’s system.
  • Work with colleagues involved in commissioning and procurement across the organisation to ensure that departmental and service user interests are properly reflected in the work of other areas.
  • Chair meetings, including inter-agency, multi-disciplinary meetings as required.

  • Degree or equivalent recent and relevant experience at an equivalent level, plus a recognised management qualification or evidence of continued management development at a senior level.
  • Detailed knowledge of current relevant legislation, statutory duties, responsibilities, and best practice in commissioning adult social care and children’s services.
  • Knowledge and understanding of the Department’s objectives and goals to improve health and well-being for the local community, including more vulnerable children, adults and families.
  • Good understanding of equality issues and the role that commissioning and procurement can play in supporting wider agendas such as community cohesion, economic well-being and sustainability.
Experience:
  • Substantial successful experience of commissioning services for children, adults, and families.
  • Experience of analysing and interpreting complex financial and performance data to inform the development of commissioning priorities, plans and procurement options.
  • Strong successful project management experience including accountability for the expenditure of significant budgets.
  • Successful experience of working with a diverse group of stakeholders including service users to deliver quality services and business improvements.
  • Proven experience in change management and the ability to influence and manage change in large organisations.
  • Successful experience of joint collaborative working with professionals from a range of agencies, including co-ordinating inputs from a range of professional sources to secure strategic priorities.
  • Experience of developing an understanding of service gaps, local needs etc. to develop a commissioning approach to meet needs.
Skills/Technical skills:
  • Strong negotiating and influencing skills to bring about service development or performance improvement in services.
  • Able to prepare clear concise written and verbal reports to a range of audiences including elected members, Chief Officers, service users, partner organisations and central government representatives.
  • Ability to analyse financial and performance reports to inform the selection of appropriate commissioning and procurement options.
  • Able to work collaboratively and collectively with officers across the organisation, with health partners and provider organisations and service users in the voluntary and private sectors to achieve the department’s strategic commissioning priorities.
  • Self-sufficient in the use of IT – Word, Excel, PowerPoint, Outlook, and the internet.
  • Excellent organisational skills and the ability to plan effectively to ensure timely delivery of commissioning pieces of work.
  • Excellent communication skills and the ability to develop positive, productive working relationships to ensure delivery of strategic objectives.
