40 Hours per Week, Monday to Friday, with occasional evening and weekend work (if required)

Work Location:

YMCA SPG Property Portfolio, you will be based at an office of your choice within the charity but will be required to travel on a regular basis to visit and inspect all of the property portfolio.

Job Purpose

· To carryout full Property Condition and Compliance Inspections (PCCI) for the groups property portfolio and produce a report with recommendations

· To produce a full report with a set criteria to identify defects, maintenance, compliance and capital investment via replacement

· Ensure compliance and statutory obligations are met via the findings and recommendations, including Decent Home Standards.

· To produce financial reports on stock investment and liaise with the Head of Property Management and the Head of Capital investment to build remedy plans.

· To carryout Fire Risk Assessments (FRA) reports for all of the property portfolio that identifies compliance and areas of risk. Outputs of which to be transferred to the job management system.

· Help produce reports for both internal and external audits with relevant asset management data.

· Keep the Job Logic system up to date with any Asset changes as a result of a PCCI

· Carryout HHSRS (housing health & safety rating system) inspections followed with a recommendations and status report.

· Ensure all recommendations supplied from any report (FRA, PCCI, HHSRS) are followed through with the responsible delivery teams and are actions are completed.

· To keep up to date with all regulatory requirements and changes in legislation.

· To deputise for the Head of Capital Delivery

· To collate and report on overall monthly/quarterly and annual performance indicators for each compliance work stream completion quality checks are conducted, and the results of such checks recorded and used to improve performance.

· To work with the Head of Property Management and others involved in the management of the buildings in order to manage building safety risks appropriately.

· To help identify priorities and align resources to meet the safer future legislation.

· To be an ambassador for YMCA SPG and have our customers/residents at the heart of all decision making.

Initial objectives

Key initial objectives for the Property Inspector are:

  • To ensure operational delivery of continued 100% Health and Safety compliance alongside good risk management via appropriate and accurate reporting
  • To help create and embed a process and data capture of the stock condition of YMCASPG property portfolio via the PCCI process
  • To complete 100% of PCCI to all buildings each year, and to carryout a minimum of 20% of dwellings for each building each year.
  • To contribute to the capital and repairs annual budget spend by highlighting areas of focus and improvement.
  • To set a culture of continuous improvement by delivering first class asset data knowledge with focus on condition, compliance and regulatory requirements.
  • To help support in the delivery of the Asset Management Strategy and the wider Business Strategic Plans.
  • Capture investment for intervals of 1 year, 5 year and build to 30 year investment via PCCI listing all component and regulatory spend
  • To ensure all buildings and dwellings meet the Decent Home Standard (DHS) along with other regulatory requirements e.g., Building Safety Regulator (BSR), and the housing regulator.

Key Tasks

· To carryout full Property Condition and Compliance Inspections (PCCI) for the groups property portfolio and produce a report with recommendations

· Each property to receive one full PCCI each year and a minimum 20% of the dwellings for each building by physical inspection

· Each property to have a full FRA carried out each year in line with HSE recommendations

· To produce a full report with a set criteria to identify defects, maintenance, compliance, dilapidation and capital investment.

· Produce financial spend reports that feed into capital investment from year 1 up to 30 years

· Ensure compliance and statutory obligations are met via your findings and recommendations and ensure that task are completed within the appropriate timescales.

· To produce financial reports on stock investment and liaise with the Head of Property Management, Property Managers, Head of Health & Safety & Compliance, Asset Data Manager and the Head of Capital & Procurement to build remedy plans.

· To carryout Fire Risk Audit (FRA) reports for all of the property portfolio that identifies compliance and areas of risk. (currently outsourced)

· Ensure FRA actions are appointed and are on the Job Logic System

· Help produce reports for both internal and external audits with relevant asset management data.

· Keep the Job Logic system up to date with any Asset changes as a result of a PCCI

· Carryout HHSRS (housing health & safety rating system) inspections followed with a recommendations and status report.

Staff Management

  • No line management requirements

Finance and Budgetary Management

  • Work with the Head of Property Management, Head of Capital Delivery, Asset Data Manager and Finance team to set annual budgets.
  • Maintain accurate financial and performance records and produce reports as and when required by management.

General – Line Managers

  • Ensure compliance with all relevant legislation including Safeguarding, Confidentiality, Data Protection and Health and Safety guidelines and policies. Oversee all information provided to statutory agencies and the police.
  • Assist in the collation of statistics and data for the purpose of reporting to the Senior Management Team, Board of Directors, and other external stakeholders or funders.

General – All Staff

  • Able to proficiently use IT systems, including working with databases, Microsoft office, email, internet.
  • Attend all relevant training and development programmes.
  • Attend all relevant cross departmental, and Corporate Office meetings as and when required.
  • Undertake any other duties as requested by line manager.

This role may be required to work unsocial hours (early mornings and late evenings) and the occasional weekend. This role may also be required to deputise for Head of Health and Safety & Compliance

Property Manager

Person Specification / Key Competences

KNOWLEDGE & EXPERIENCE

Thorough understanding of the areas for which the role is responsible: Property Construction & core components and Building Safety Management

Recognised professional qualification in building construction will be an advantage

A good understanding of legislation and regulation affecting property management

Familiarity with the proposed Building Safety and Fire Safety Bills.

Knowledge of fire behaviour in buildings

Higher National Certificate in Construction or equivalent related qualification. Worked within a Housing environment, either for a Contractor or Social Housing provider or local authority or equivalent

Iosh / Nebosh equivalent Health and safety qualification or the ability to demonstrate comprehensive knowledge of Health and Safety building compliance, legislation, quality management systems, design and implementation

Property Inspector

Salary

£41,563 per annum

Hours of Work

Hours including any shift patterns

Annual leave

Commencing at 25 days per annum plus public holidays (for five days per week workers; otherwise pro-rata).

Conditions of Appointment

Subject to satisfactory references, medical clearance, Disclosure Barring Service check and verification of ability to work in the United Kingdom.

Probation Period

Subject to satisfactory review, the contract will be confirmed after six months unless stated otherwise.

Continuity of Service

For those already employed within the YMCA Federation, continuity of service will be recognised.

Notice Period

One week during the probationary period and then a minimum of 3 calendar months.

Pension

Subject to certain criteria set by Government, you will be auto-enrolled into our chosen workplace pension scheme. The default position on Auto-Enrolment will be for your contributions to be made on a Salary Exchange basis, but you will have the option to opt-out of this arrangement. In respect of these Salary Exchange arrangements, you agree that your gross pay will be reduced by an amount equal to your Salary Exchange contributions.
