We have an exciting opportunity for an experienced, well-qualified and highly motivated HR professional to join the HR team. Supporting the Director of HR, this role will be the operational lead for the HR function, ensuring this is effective and efficient.
The successful candidate will have previous experience working across a wide range of HR areas. You will be CIPD qualified with GCSEs grade 4 or above in English and Maths. The role offers good holiday plus a pension scheme.

Responsible to : Director of Human Resources
The Human Resources Manager will assist the Director of HR in a range of activities such as employee relations, recruitment, payroll, pensions, data protection, safeguarding, conditions of employment, disciplinary and grievance and performance management. This is a highly professional, busy and committed team, which provides a first class and effective Human Resources service to both College leadership and staff offering up to date and accurate advice on a whole range of HR and employment issues and procedures.
Main Responsibilities
Operation of HR procedures
- Assist the Director of HR with relaying guidance and advice to all employees on their employment with the college.
- Lead on the effective management of staff management casework including capability, long term absence, disciplinary and grievances as allocated.
- Leading on absence management cases as required, ensuring absent staff are monitored effectively to expedite a return to work
- Responsibility for ensuring the accurate maintenance and upkeep of records held on the Bexhill
College HR and Cintra Payroll systems.
- Manage and attend meetings on employment issues, including investigating disciplinary, grievance or capability issues as directed by the Director of Human Resources and ensuring all processes are effectively managed in line with College policy and legislation.
- Lead on the probation process, ensuring all managers return documentation as required, alerting senior staff to any issues or concerns
- Support senior staff in the delivery of any HR related matters, including meetings with staff.
- To assist the Director of HR in planning staff training in all areas of Human Resources and to deliver staff training as required.
- Assist the Director in the development and maintenance of all HR Policies and Procedures ensuring compliance with up-to-date legislation.
- Deliver high quality, well organised administrative aspects of the role including accurate minute taking and writing letters as required
- Oversee the HR Office staff, ensuring staff deliver their workloads to a high standard and in a timely and efficient manner.
- Produce regular reports related to HR including absence reports, E&D reports and staff number reports as required.
- Ensure any annual surveys are completed and returned as required including SFCA and AOC staffing/salary surveys
- Operate the teacher cover process, allocating cover supervisors on a daily basis
Payroll and Pensions
- Assisting the Director of Human Resources with Payroll checking on a monthly basis as required.
- Ensuring a working knowledge of payroll to be able to input payroll information as required in an accurate and timely manner. This would include starters and leavers as well as entering any changes and deductions.
- Understand and be able to process staff remuneration and staff claim forms to include checking authorisation, calculations, entering rates of pay, calculating amount of claim and entering information on the Cintra Payroll system.
- Ensuring evidence that the monthly payroll has been run and payslips produced is kept for auditing purposes.
- Support the Director of HR in ensuring payroll is run to time including the production of relevant reports for the Director of Finance
- Ensure that relevant monthly and annual data collections and returns are produced including sending the monthly data collection for Teachers pensions to deadline.
- Have a knowledge of the administration of the Teachers and Local Government Pension schemes, being able to address queries and liaise with pension companies as required.
Recruitment
- Assist the Director of HR on the organisation of recruitment and appointment of all staff, ensuring quality standards and employment law is adhered to at all times e.g. equal opportunities.
- Assist the Director of HR in drafting adverts, Job Descriptions, Person Specifications and any assessment tests.
- Oversee the application form and shortlisting process. Check applications prior to shortlisting for declarations and convictions, equality requirements and issues and ensure the shortlisting criteria is complete.
- Oversee the effective organisation of the interview process, including briefing, tours, micro- teach, room booking for the smooth operation of the interview day.
- Ensuring all pre-employment checks are carried out – DBS, health, references, qualifications.
- Assist the Director of HR in drafting offers of employment and contracts of employment.
- Develop the induction programme with the Director to ensure that it includes all essential elements of training and information for new employees to ensure a smooth settling in period with the college.
- Continue to the delivery of the induction programme for all new starters.
Safeguarding/GDPR
- Ensuring DBS’ are processed and Barred List checks are completed for staff prior to starting employment and host family’s prior to engagement.
- Be responsible for the Single Central record, keeping it up to date and ensuring all elements are recorded accurately. This should be completed on a daily basis.
- Carry out regular file audits to ensure appropriate checks have been made and appropriate references have been sought.
- Keeping up to date with Child Protection and safeguarding, including DBS and KCSIE documentation and advising, in particular on these issues in relation to staff and host families.
- To assist the Director of HR in the implementation of Data Protection across the College.
General
- In carrying out the duties above, the post-holder will show an awareness of, and compliance with, all college policies and procedures including Health & Safety, Equal, Diversity and Inclusion,
Child Protection and Safeguarding and GDPR/Data Protection.
- Undertake regular appraisal and professional development to ensure proper delivery of these responsibilities.
- Undertaking other reasonable tasks in these areas as requested by the Principal, Vice Principals or designated deputy.
- Any other duties as may be reasonably required by the Principal from time to time.
PERSON SPECIFICATION FOR HUMAN RESOURCES MANAGER
Essential
Professional attributes
- Should have a minimum of 3 to 5 years of HR generalist experience.
- Educated to degree level or equivalent.
- GCSE English and Mathematics at Grade C or above, or equivalent.
- CIPD qualified with a Diploma in Human Resources Management, or equivalent.
- Excellent knowledge and understanding of the following key aspects of the role: o Employment law. o Case management including capability, disciplinary and grievances. o Principles of good Human Resource Practice and Management. o Use of Management Information systems.

- Enthusiasm, commitment and the willingness to develop higher level of skills and knowledge in the field of Human Resources and Employment Law with the desire to progress within HR and improve individual and team performance.
