Duties

As an HR Specialist (R&P) at the GS-0201-9/11/12, some of your typical work assignments may include:

GS-09:

  • Performs staffing, recruitment, and placement activities for a variety of positions in the competitive service and excepted service.
  • Performs job analyses on positions to be advertised and develops questionnaires for assessment of candidates for selection.
  • Assesses the qualifications of applicants and determines the grade level(s) and occupations(s) for which they are qualified and conducts in processing.
GS-11: All of the above plus the following:
  • Ensures appointments are within the scope of Human Resources laws and regulations.
  • Conducts recruitment of temporary employees using all necessary resources.
  • Reviews pre-employment forms and credit reports for negative/derogatory information and financial issues/concerns and forwards the documentation to the appropriate party responsible for making the hiring decision.
GS-12: All of the above plus the following:
  • Advises management on merit promotion and recruitment matters and on planning for future staffing needs.

  • This is a Permanent position, which is a competitive service status position with a full-time work schedule.

This experience may have been gained in a Non-Federal service position. Specialized experience is described as meeting all of the below:
  • Knowledge and understanding of federal personnel regulations and laws as it applies to recruitment and placement.
  • Knowledge of federal personnel regulations, laws, techniques pertaining to Competitive and Excepted Service positions.
  • Advising on the procedural and regulatory requirements governing the merit promotion process.
  • Developing vacancy announcements in an online recruitment system such as USA Staffing; and,
  • Utilizing HR database systems to query, retrieve, and analyze information to complete and monitor routine and special assignments.
OR

Education: A master's or equivalent degree or 2 Full years of progressively higher-level graduate education leading to such degree or an LLB or JD that is directly related to Human Resources.

GS-11: To qualify you must meet one of the below criteria:

Specialized Experience:

You must have 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. Specialized experience is described as meeting all of the below:
  • Applying a wide range of HR recruitment and placement functions.
  • Advising management officials on various types of appointments and their appropriate application in both the competitive and excepted service.
  • Developing vacancy announcements in an online recruitment system such as USA Staffing.
  • Developing job analyses for a variety of positions; and,
  • Providing advice and guidance to management officials on a variety of HR topics and issues to include pay administration.
OR

Education: A Ph.D. or equivalent doctoral degree or3 full years of progressively higher-level graduate education leading to such a degree or LL.M., that is directly related to Human Resources.

OR

Combination of Education and Experience

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education more than the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

NOTE: One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-12: To qualify you must meet all of the below criteria:

Specialized Experience:

You must have 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position performing all of the below.
  • Applying a wide range of HR concepts, principles, laws, regulations, and practices related to Competitive and Excepted Service.
  • Advising management officials and employees on a variety of appointment types.
  • Researching, advising and providing recommendations to meet short-term and long-term needs.
  • Experience using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; and
  • Utilizing an online recruitment system such as USA Staffing to draft and prepare vacancy announcements, make eligibility and qualifications determinations, and issue referral lists and certificates to selecting officials.
