About our Team

Covering all University Campuses internationally, the HR Directorate provides a range of strategic and operational HR Support and Guidance to the leaders, managers and employees of the University. The services cover the full employee cycle from the point of attracting staff as potential employees, through their recruitment and induction, immigration process, career development and reward and recognition.

Detailed Description

This role will predominately provide first level support and advice to the Recruitment and HR Operations teams to ensure the University is compliant with all aspect of immigration legislation relating to employees, workers and visitors. This role will contribute to the development of consistent onboarding support and processes, taking an active part in onboarding support for senior appointments and developing guidance for those relocating to our Scottish campuses.

The role will report into the Operations Manager but will work closely with both the Operations and Recruitment teams as well as the Head of Employee Relations and Policy who has overall responsibility for visa compliance.

Key Duties and Responsibilities

  • Support the Senior HR Manager responsible for Immigration Compliance (Head of ER & Policy), the Head of Recruitment and Head of Operations to develop and maintain robust policies, procedures and guidance materials in relation to the onboarding of staff and the end to end visa and right to work checking processes. .
  • Lead the day-to-day activities and support the development of robust procedures and supporting training to ensure that Heriot-Watt complies with all relevant aspects of UK Government legislation in relation to employees, casual workers and visitors.
  • Develop general advice and support on compliance requirements through a range of media such as intranet pages, written reports, presentations, meetings and on a one-to-one basis including;
    • Provide information to employees (where appropriate), managers and HR Operations and Recruitment team on the full range of Immigration options during the offer stage of the recruitment process
    • Provide advice and guidance about the UKVI points based system to job applicants, Line Managers and the internal teams.
    • Assist in resolving immigration and Visa queries (including advising on potentially appropriate Visa routes) from, applicants, staff and other workers
  • Directly support the Head of ER& Policy (acting in their capacity as UKVI Authorising Officer) on all aspects of the UKVI account, and to act as the University's Key Contact with UKVI, including coordinating the University's annual applications for licence renewal, basic compliance assessment, COS reallocation, etc
  • Responsible for overseeing existing staff Right to Work checking process for Visa end dates, ensuring that logs are up to date and working with HR Operations team on extensions or changes, providing guidance and advice on possible options where appropriate
  • Ensuring ATAS requirements are understood and met where applicable
  • Compiling appropriate data on compliance and running relevant management information reports
  • Build a network of relevant professional contacts with compliance staff both internally and in other Higher Education institutions to ensure that Heriot-Watt is up-to-date with the latest developments in the sector (as well as from the Home Office). Liaise with the UKVI and other external agencies.
  • Support and help develop the HR teams in their knowledge and application of Immigration matters.
  • Help develop onboarding processes for new hires, improving the support and level of customer service. This includes pre arrival and ensuring the hiring area has plans to welcome and induct the new hire. This could include developing material (templates) for hiring managers to use pre arrival.
  • Assist with practical relocation support for key hires developing general guidance to assist new joiners and their families. Provide a more bespoke service to key senior hires ensuring their transition to Heriot-Watt is as smooth as possible.
  • Assist with requests by staff already employed in the UK to work for periods of time overseas, keeping a track of requests and approvals and assist HR Consultants in attaining external advice when necessary.

The above summary is not exhaustive, you will be required to provide ad hoc administrative duties as required to support the team.

Education, Qualifications and Experience

Essential

  • Educated to Degree level or equivalent experience
  • Experience in a similar role
  • Demonstrable knowledge of the Home Office (UKVI) framework and associated policies
  • Competent in the use of Microsoft suite including Excel
  • Strong verbal and written communication skills.
  • Able to convey information to a ‘non-technical' audience in a clear and concise way with ability to interact with a range of stakeholders at all levels both verbally and in writing.
  • Ability to draft policies and procedures as well as guidance materials.
  • Demonstrable professional approach with the ability to work quickly, flexibly and accurately in a dynamic, changing and pressured environment
  • Flexible and professional approach to work, with a strong customer service ethos and the ability to maintain confidentiality when handling sensitive personal data.

Desirable

  • Considerable experience in a similar role
  • Evidence in working in a large-scale complex organisation
  • Detailed understanding of the UKVI points based system in a University environment
