POSITION INFORMATION
**This is a courtesy posting for the Office of Administrative Services for Independent Agencies**
Salary: Request for Proposal
The Board seeks a human resources consultant to provide recruiting assistance and comprehensive human resources support in hiring and onboarding an executive director for the Office. The Board is required to hire an executive director for the Office by October 1, 2023. This is a contract for a Human Resources Consultant. The term of this contract is August 1, 2023, to November 1, 2023, with an option to extend if needed.
MISSION STATEMENT
The Office of Administrative Services for Independent Agencies (ASIA) hereinafter “Office” was created by the Colorado state legislature and signed into law in July 2023 (SB 23-228.) The purpose of this Office is to provide administrative and fiscal support services for independent agencies including but not limited to the Colorado Office of the Public Guardianship, Colorado Commission on Judicial Discipline, the Office of Colorado’s Child Protection Ombudsman, and the Colorado Independent Ethics Commission.
The legislation also creates an Administrative Board (Board) consisting of executive level staff from these independent agencies. The board has several responsibilities including recruitment and selection of an executive director for the Office.

ESSENTIAL FUNCTIONS
Proposals must include: a cover letter, resume identifying specific experience and dates of employment in the relevant field.
The scope of work for the project must address the deliverables listed below:
- Partnering with the Board to determine staffing needs including qualifications and skills needed for the executive director position.
- Serve as a liaison with area employment agencies, colleges, and industry associations.
- Create a comprehensive job description and post the position on relevant employment sites.
- Screen resumes.
- Coordinate interview process for the Board and applicants.
- Draft interview questions and protocols for the selection process.
- Participate in the hiring process.
- Make hiring recommendations to the Board.
- Perform reference and background checks.
- Manage final selection and compensation package for selected applicant.
- Onboarding and integration of the new executive director into the Office.
MINIMUM QUALIFICATIONS
Minimal Educational / Professional Qualifications:
- A bachelor’s degree from an accredited four-year university in a related field such as human resources, business, or organizational management.
- A minimum of 5 years’ experience in human resource development.
- Excellent communication and organizational skills.
- Proficient in Word (Excel, MS Word, Outlook).
- Excellent record keeping.
