POSITION OBJECTIVE:
We are seeking a talented and experienced Human Resources Business Partner to join our organization. This role combines the responsibilities of a strategic business partner and a high-volume staffing/recruiting partner. As an HR Manager, you will work closely with business leaders to align HR strategies with organizational goals and act as a trusted advisor. Additionally, you will oversee the high-volume staffing and recruiting function, ensuring the acquisition of top talent to meet the company's workforce needs. This is a key position that requires strong leadership, strategic thinking, and the ability to drive HR initiatives.
- Act as a strategic HR partner to senior executives and business leaders, providing guidance and support on HR matters.
- Collaborate with business leaders to develop and implement HR strategies that align with the organization's goals and objectives.
- Proactively identify opportunities for HR interventions and provide expertise on talent management, employee engagement, performance management, and organizational development.
- Oversee and manage the high-volume staffing and recruiting function, ensuring efficient recruitment strategies and processes.
- Develop and execute innovative recruiting strategies to attract and hire top talent at scale.
- Lead the full recruitment life cycle, including sourcing, screening, interviewing, reference checks, offer negotiation, and onboarding.
- Partner with hiring managers to understand talent needs, create job descriptions, and implement effective job advertising campaigns.
- Work collaboratively with HR team members to develop and implement talent acquisition initiatives, including employer branding, candidate experience enhancement, and diversity recruitment strategies.
- Establish and maintain relationships with external recruitment agencies, job boards, and other talent sources to maximize candidate pipelines.
- Continuously improve recruitment processes, including the effective use of applicant tracking systems and analysis of recruitment metrics.
- Ensure compliance with employment laws and regulations, staying up-to-date on legal requirements related to recruitment and staffing.
- Manage HR operations related to staffing, including budgeting, resource allocation, and reporting on recruitment metrics and key performance indicators.
- Develop and implement comprehensive onboarding programs to ensure successful integration of new hires into the organization.

- Bachelor's degree in Human Resources, Business Administration, or a related field. Master's degree preferred.
- Extensive experience (8+ years) in human resources, with a focus on business partnership and high-volume staffing/recruiting.
- Strong knowledge of HR best practices, including talent management, employee engagement, and organizational development.
- Experience supporting a union workforce.
- Proven track record of successfully leading and managing high volume staffing and recruiting functions, including experience with applicant tracking systems and recruitment metrics.
- Excellent communication and interpersonal skills, with the ability to build effective relationships with stakeholders at all levels.
- Strategic mindset with the ability to think critically, solve problems, and make data-driven decisions.
- Demonstrated ability to influence, advise, and guide senior leaders on HR matters.
- Strong organizational skills and the ability to prioritize and manage multiple projects simultaneously.
- Professional certifications such as SPHR, SHRM-SCP, or similar, are a plus. Proven ability to learn new technologies quickly and manage change efficiently, proactively and in a positive manner.
