JOB SUMMARY:
Human Resources Analysts are responsible for carrying out moderately complex human resources activities and assignments including, but not limited to Recruitment and Selection, Classification and Compensation, Onboarding and Offboarding, Benefits Administration, Disability and Leave Management, Human Resource Information Systems, and Credentialing. This particular role will focus on designing and implementing the overall talent acquisition strategy. The individual should possess excellent interpersonal skills, familiarity with social media recruiting, and outside-the-box thinking to source for candidates
ESSENTIAL JOB FUNCTIONS:
Recruitment
- In collaboration with hiring managers, develops and implements a recruitment strategy for clinical and non-clinical positions and volunteer positions.
- Ensures that hiring practices conform to government regulations, AHS policy, and the agency-union MOU.
- Works with Human Resources Director or designee to review compensation and benefits to ensure that the agency can attract qualified applicants for open positions.
- Manages external recruitment resources including schools, employment agencies, job fairs, online job boards, and social media outreach.
- Develops strategies for onboarding new staff and orienting them to the advocacy and service culture and values of AHS.
- Prepares and publishes weekly internal and external job postings.
- Researches market trends and key developments in healthcare and Community-Based Organizations (CBOs) that may impact recruitment and retention of personnel.
Classification and Compensation
8. Works with hiring managers to research, write, and update job descriptions by regulations; obtains background, occupational, and job information.
9. Performs organizational analyses; may make recommendations on staffing levels and organizational relationships.
10. Conducts salary surveys, makes recommendations to salary assignments.
Disability and Leave Management
11. Determines eligibility for various federal, state, and other statutory or agency leaves.
12. Responsible for preparing and maintaining all correspondence regarding leaves.
13. Prepares all required paperwork and data for entry into ADP.
14. Handles all billing including preparation of invoices.
15. Processes, file a report, and maintain a record of Worker’s Compensation claims.
16. Responds and maintains the files for state disability claims.
17. Files incident report according to OSHA and IIPP requirements.
Benefits Administration
18. Conducts comprehensive benefits orientation for all employees at the start of hire and upon completion of eligibility requirements.
19. Responsible for collecting, reviewing, and processing of all benefits documents.
20. Prepares paperwork and orientation for change of status, including termination.
21. Conducts exit interviews ad collects exit surveys, timesheets, and arranges final pay.
22. Processes and monitors unemployment insurance claims to work with the Joint Agencies’ Trust.
23. Participates in the negotiations of benefits renewal and analyzing changes.
24. Makes recommendations regarding benefit offerings.
25. Arranges employee sessions with benefit carriers and representatives.
Human Resource Information Systems
26. Manages the Security Master and Administrative level of ADP Workforce Now.
27. Performs troubleshooting of various issues.
28. Authorizes employee personnel actions.
29. Recommends actions for maximizing the use of existing Human Resources systems.
30. Provides personnel metrics and analytics as needed.
31. Administers COBRA enrollment in ADP Workforce Now and Nonstop Wellness systems.
32. Generates ad-hoc reports as needed.
Credentialing
33. Prepares employment contracts for licensed practitioners.
34. Reviews and follow-ups on required information and documentation as needed.
35. Identifies, obtains, and verifies credentials. Processes and approves initial credentialing for new hires (licensed and non-licensed).
36. Manages the re-credentialing process and documentation.
37. Prepares privileging packet and board appointment letter for the Board of Directors’ approval.
38. Manages and maintains FTCA (Federal Tort Claims Act) Credentialing database.
Additional Duties:
39. Assists in developing, implementing, interpreting, and re-writing personnel policies.
40. Develops procedures for the practical implementation of the various policies, adopt changes to improve procedures including re-designing forms.
41. Keeps abreast of changes in employment laws and regulations to help the agency with compliance.
42. Assists with the administration of timely training and re-training on various areas of human resources issues to help the agency comply and up-to-date information.
43. Performs periodic internal audits as needed to ensure accuracy and compliance.
44. Conducts or participates in special projects in the department where assigned; participates in task forces and committees; gathers and analyzes employment-related data; conducts research into operational problems; evaluates personnel policies and procedures; prepares reports and analyses and makes recommendations.
45. Serves as a lead to Human Resources Assistants.
MINIMUM QUALIFICATIONS:
1. A Bachelor’s degree (B.A.) and the equivalent of two years of experience involving human resources or related work or any combination of education and experience

1. Lead experience is preferred
