Working Pattern: Monday to Friday 9am-5pm
Hours working: 36 hours per week
Pay Rate: £18.29 PAYE per hour / £22.76 Umbrella per hour
Location: Romford
We are looking for a Home Ownership and Leasehold Officer to work with a local council.
The role will be focusing on ensuring legislative and council requirements are achieved to provide an effective & responsive property and management service to the local residents relating to home ownership including shared owners, leasehold, freehold, intermediate or market rent requirements including statutory and Council regulations to determine the best options and resources available on a case by case basis.
To be responsible for the monitoring and management of performance within the area of responsibility, ensuring that internal and external standards are met and improved upon with the aim of achieving high resident satisfaction. Be aware of all relevant legislation, such as Consumer Credit Act, Estate Agents Act, Data Protection, Money Laundering and Consumer Protection from Unfair Trading Regulations.
To carry and manage a case load, to work with individuals including supporting and directing clients to access a broad range of housing services and where appropriate making relevant onward referrals and signpost to other services.
Duties:
To provide a Home Ownership service that is responsive, customer orientated, that delivers high levels of satisfaction, enhances the quality of life for residents, encourages and supports each resident in the development and monitoring of services.
- To assist the home ownership management in the implementation and monitoring of the councils policies relating to equality and diversity
- To achieve performance targets and standards
- Making repayment agreements
- Taking payments over the phone
- Undertake income recovery action including attending court
- Ceasing and creating leasehold accounts
- Maintenance and updating of information on the Northgate System
- To ensure liaison with all relevant sections/departments in relation to the management of private tenancies and leases around issues such as ASB, neighbour nuisance etc. and take appropriate action to rectify
Day to day management of all aspects of leasehold management
- Drafting response to complaints, members enquires, FOI requests
- Reply to correspondence with leaseholders and other agencies
- Section 20 notices
- Section 20(B)2 notices
- Consultation under the Common hold & Leasehold Reform Act 2002
- Billing Revenue & Capital service charges
- Process leaseholders applications in respect of enfranchisement's, extensions, consents for works
- Day to day management of building insurance
- To investigate and report on relevant issues, including insurance claims
- Attendance at LVT's, RVT's
- Taking action where lease agreements have been breaches
- Attendance at court to give evidence to support claims
- Processing deeds of variations
- Investigate leaks, visiting where necessary and finding a resolution
- Resolving leaseholder disputes
- Processing right to buy applications and collecting the information to complete the sale of a council property within the agreed timescale and correct price
- Attending the leaseholder forum meeting
- Organising and attending major works meetings
