The Rural Payments Agency (RPA) is an executive agency of the UK Department for Environment, Food and Rural Affairs (Defra), delivering over £2 billion in payments to farmers, traders and landowners each year.

Job description
There are currently 2 posts available that support 2 different work streams. Please state the role in which you are applying for in the personal statement.
Forecasting Analyst (1 Post)
In this role, you will predominantly design, develop and maintain analytical models used in forecasting and analysis. The models cover a wide range of areas including, Operational Productivity, Budgets, Fraud and Error and, customer insight.
The role will involve:
- Working with stakeholders to understand their analytical needs.
- Design and develop models using technology such as R or python.
- Simplifying and automating processes to reduce time burdens.
- Sourcing data and developing assumptions to feed into forecast models.
- Apply modelling/simulation to produce robust and insightful results.
- Utilising your strong communication and influencing skills to explain analytical methods and results to non-experts.
Data Mining Developer (1 Post)
In this role, you will predominantly explore, mine and, automate the analysis of data from the RPA’s Data Warehouse.
The role will involve;
- Working with stakeholder to understand their data needs.
- Data exploration to seek out useful data to support business processes.
- Using technology such as SQL to create robust data structures that can be used by Analysis and Management Information colleagues.
- Support business critical functions through efficient provision of data.
- Answering a range of analytical ad-hoc requests.
Person specification
This is a good opportunity to join a fast paced and developing data and analysis team. We would encourage applicants from research and analysis backgrounds who want to further develop their programming and analytical skills. Structured training will be provided to support this.
You will be a proactive individual, with a can do approach, used to working at pace, and taking responsibility for their work. You will adapt well when circumstances or priorities change and, operate as a good team player. We’d like you to have experience working in operational based data or in a data role where you are used to using systems to extract information and are comfortable working with a lot of data.
Essential Criteria
The successful candidate must be able to demonstrate the following skills and experience:
- Strong data analysis and problem structuring skills.
- An ability to work well within a team and with a wide range of audiences.
- Excellent communication skills and the ability to discuss the findings and implications of analysis with a range of audiences, including non-analysts.
- Experience in managing your own workload and time and the ability to drive projects forward with good planning skills.
- For the Forecasting Analyst role, you should have experience of using R or python to model data and develop insights.
- For Data Mining Developer role, you should have experience of using SQL (or equivalent) to analyse data.

Application Process
As part of the application process you will be asked to complete a CV and 500 word personal statement. The CV should include your job history and previous skills and experience.

Candidates should demonstrate how they meet the essential skills and experience listed in the advert.
For the Forecasting Analyst role, you should have experience using:

Location
Please be aware that this role(s) will be contractually based in a RPA group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
