Job summary

To lead the development and provision of Information Technology (IT) systems and business applications that support the HTA. The Head of IT is responsible for ensuring that the data and technology strategies meet the needs of the business and its three year strategy. The role will need to work with the Senior Management Team (SMT) to develop IT strategic and operational plans and to lead and manage the maintenance and delivery of the HTA’s IT systems. The Head of IT will be responsible for leading the development of the HTA’s information management and establishing an environment that supports greater reporting and analysis of the data and information held.

Key tasks and responsibilities

  • To develop and maintain an IT strategy and technological environment which supports the full range of business needs providing the most suitable business technology solutions at the point of use, and effective management of data , balancing the requirements of various stakeholders and cost with the need to preserve the security of the HTA network.
  • To lead and take responsibility for the strategic management of data, information and systems at the HTA to provide effective records management.
  • To manage the outsourced IT service providers for systems, hardware and software, ensuring all aspects of the IT service are maintained efficiently and effectively and in accordance with service level agreements. This will include leading any reprovision of or alternative service models.
  • To maintain the IT infrastructure including procurement of new hardware and software and monitoring software licences; the resilience of systems and the provision of assurance to the Board on the management of associated risks.
  • To lead and take responsibility for the development and maintenance of IT policies and procedures ensuring an appropriate level of assurance is provided to the HTA.
  • To promote the effective use of Business Technology through regular system and process reviews working across all HTA Directorates to develop, scope and translate user requirements into deliverable solutions
  • Working with the Head of HR lead and take responsibility for the development of tech capacity and capability in the HTA workforce including the identification of required skills to optimise the use of HTA systems and infrastructure and the provision of guidance and training.
  • To lead and take responsibility for the maintenance of all systems documentation so that it provides an accurate blueprint of HTA systems at any point in time and meets the standards set out in the Data Security Protection toolkit.
  • To collaborate with senior leaders to ensure that the technology strategy and investment are in line with business objectives.
  • To manage IT budgets, ensuring all contracts and purchases represent best value for money to the HTA.
  • To identify security threats and formulate strategies to mitigate the threat with regular reports provided to the HTA Senior Management Team, the Board, core groups and all staff as necessary.
  • To act as Business Continuity Lead managing the the HTA’s Disaster Recovery arrangements and Critical Incident Response Plan.
  • To participate in the effective leadership of the HTA, the Directorate, as a member of the HTA’s Management Group and contributing to the development and implementation of the Directorate’s business plan.

Education / qualifications

  • Degree level or equivalent in IT

Experience, training and skills

  • Ability to lead, motivate and manage others in order to achieve the HTA’s goals
  • Excellent organisational, communication and inter-personal skills
  • Ability to take a long term, broad-based view of issues and events and identify and analyse the long-term impact or wider implications
  • Ability to think creatively and strategically, and to engage authoritatively and constructively in discussions and debate
  • Ability to identify and analyse issues and provide clear, well argued technical advice and recommendations to a range of different audiences
  • Ability to prioritise and manage a complex and demanding workload including projects and to deliver on time and to a high standard

Line management skills

  • Knowledge or experience of working in an arms length body or other public sector organisation
  • Experience of budget management

Personal attributes

  • Ability to influence, at a high level, the actions of internal and external stakeholders
  • Excellent attention to detail

Desirable criteria

  • Ability to work constructively across teams to ensure that the business of the HTA is carried forward corporately and effectively
  • Knowledge of requirements of information governance and the Data Protection Act
  • Experience of managing and upgrading services and processes relying on the Microsoft Server stack including Dynamics Great Plains and CRM.
  • Ability to clearly articulate complex IT issues into appropriate plain language
  • Experience of managing contract services from technical consultants
  • Strong analytical skills, with an ability to identify issues and solve problems by initiating or recommending action
