Within this role, you will lead a team that amongst its many services, provides geo-analytics, harvests data on underground assets so that those working on the railway can do so safely, produces periodic business reports and entrusted with creating parts of Network Rail’s annual regulatory return. We also maintain Network Rail’s property ownership data as well as undertaking site surveys As you can see, we already provide a huge variety of capabilities, but in addition there is significant potential to extend the value that these services offer, through collaboration with other parts of Network Rail and the wider industry.
We are looking for someone who can take these services to the next level. We have invested significant amounts in the last 5 years in new technology and we intend to continue this targeted investment to support customers in their desire to make better informed decisions using the data we have. This role will be pivotal in directing that investment and sponsoring such work so that your teams get what they need to help deliver to our customer’s needs.
Main Responsibilities- Lead and direct the Delivery Team to achieve business and functional objectives and meet key performance measures
- Work with managers and stakeholders to identify future needs for delivery team activities and assess the impact on current resources, processes and systems
- Work with internal and external stakeholders on current and future service approaches; explore and promote the use and development of new methodologies with a view to improving delivery effectiveness
- Establish an order to delivery process which will detail an end-to-end solution from Customer Request to End Delivery.
- Own and manage the allocated budget for the delivery unit ensuring that budget spend is appropriate, efficient and effective.
- Lead, as part of the Asset Information leadership team, the direction and development of Asset Information’s strategies and offering portfolio and the development and delivery of asset data and information activities and capabilities within Network Rail and the wider rail industry
- Lead as part of the Asset Information leadership team the development and delivery of asset information activities and capabilities within Network Rail and the wider rail industry and the identification of business and safety risk associated with delivery, and work with direct reports to reduce risk to agreed acceptable levels
- Own and direct the development and maintenance of the capabilities required to support delivery – optimising the use of resources to meet customer demand and the development of an assurance framework and KPIs for the team aimed at embedding a culture of continuous improvement
- Facilitate benchmarking and implement identified best practice and other capability improvement initiatives throughout the team and develop and maintains the knowledge that is required in the business to support its work and own, and lead the development and implementation of, relevant standards, processes, procedures and work instructions

What’s the local area like?
As the teams you would manage are concentrated in Milton Keynes, Manchester and York, we have listed these as the main locations. Travel to all of these site will be necessary, as will travel to other locations, for example to meet customers and stakeholders.
The Ideal CandidateThe Ideal Candidate
- Degree, or equivalent, in an engineering or business-related discipline
- Excellent interpersonal, leadership and influencing skills
- Substantial proven experience of corporate and regulatory reporting
- Proven experience of strategy and policy development
- Proven experience of working with and influencing senior industry stakeholders
- Proven experience in managing and developing teams to achieve high performance
- Proven experience of leading continuous service improvement initiatives
- Strong evidence of customer focus
- Strong evidence of the ability to work as part of an end to end supply chain
Desirable
- Postgraduate or equivalent professional qualification in a relevant discipline
- Membership of a relevant professional body with chartered status
- Good knowledge of the rail industry and its regulatory framework
- Experience of providing information to a regulator and of dealing with independent reporters
- Experience of working with suppliers

As Head of Delivery you will be positively driving the use of data to help Network Rail work safer and smarter. Sitting within Asset Information, this department provides critical asset data to our internal and external customers on the state of our railway assets.
In this dynamic role you’ll oversee the processing and delivery of vital data and insight that helps maintenance teams and asset managers to make the right interventions to keep railway assets safe and performing. You’ll lead and direct delivery teams in Milton Keynes, Manchester and York, rallying focus on our customer’s needs, meeting service level agreements and agreed milestones to ensure we maintain a reliable and consistent service.

Role Title: Head of Delivery (Data Services)
Salary range: Band 2 B £68,099 to £76,612 per annum
Contract Type: Permanent
