In May 2021, the Prime Minister made a statement in the House of Commons that the Government will establish an independent public inquiry on a statutory basis, with full powers under the Inquiries Act of 2005.

In December 2021 Baroness Heather Hallett DBE was appointed as Chair to the Inquiry and following an initial set up phase we are now looking for exceptional staff to join the Inquiry team.

The Inquiry are seeking a Head of Community Listening Events

The Inquiry sits independent of the Government with the Cabinet office acting as the sponsoring department.

Job description

We are looking for a Head of Community Events,with experience of leading and delivering high profile and extensive engagement programmes to a diverse range of communities. The UK Covid-19 Public Inquiry requires delivery of around 300 community listening events across the UK, to enable people to share their experiences of the pandemic in-person in their local communities. The events will be part of the Inquiry's UK wide listening exercise, Every Story Matters (ESM).

You will lead a small team and the role will involve working with community engagement agencies, to engage diverse communities, tracking delivery against key milestones, managing volunteers and staff at events and developing our plans to give the opportunity to people across the country to participate in our events. You will need strong organisational and collaboration skills and a strong track record of delivering community engagement events, producing and maintaining a comprehensive end to end plan.

You will be joining the Inquiry’s Communications and Engagement team at an exciting time, with the first witnesses due to appear at the public hearings in June, and where the events you deliver will be placed on a national scale at an historic Inquiry. Providing the opportunity for thousands of people across the country to share their experience of the pandemic and help us understand its impact.

Person specification

To be successful in this role you will:

  • Manage suppliers and contractors for events, including briefing, budget monitoring, invoicing and logistics.
  • Work closely with the Inquiry's PMO and ESM Project Manager to assist with reporting, tracking milestones and managing risks to ensure successful delivery of the programme.
  • Co-ordinate the volunteer team of Inquiry staff to attend listening events.
  • Ensure that the correct processes are in place to ensure continuous improvement of strategy and delivery of events, and ongoing quality assurance.
  • Evaluate the ongoing success of events across the UK and suggest areas for improvement. This should be shaped by an initial pilot phase.

The essential criteria are:

  • A proven track record of delivering high-profile and extensive community engagement programmes across the UK
  • An understanding and experience of engaging with diverse communities
  • Experience of working within a sensitive topic area and/or taking a trauma-informed approach
  • Excellent and demonstrable project management experience

New entrants to the Civil Service are expected to start on the minimum of the pay band.
