Department Profile
Global Financial Crimes (GFC) coordinates day-to-day implementation of the Firm's enterprise-wide financial crime prevention efforts. GFC includes both legal and compliance disciplines and has responsibility for governance, oversight, and execution of the Firm's Anti-Money Laundering (AML), Sanctions, Anti-Corruption, Anti-Tax Evasion, and Government and Political Activities Compliance programs. GFC also develops and/or assists in the development of appropriate policies and procedures, including those designed to assist the business units to know their clients and conduct appropriate due diligence and to prevent, detect and report potentially suspicious activity.
Primary Responsibilities
The EMEA GFC Program Governance Officer role will be based in London and report to the Head of EMEA GFC Program Oversight. This role will be part of the EMEA GFC Program Oversight team and focus on the oversight of the Financial Crimes program across the EMEA jurisdictions in which Morgan Stanley operates. The role holder will support the MLROs in executing their role, oversight on behalf of the EMEA Head of Financial Crimes, regulatory engagement and delivery of financial crimes related projects and strategic initiatives.
Specific Job Responsibilities include:
> Development and management of the EMEA GFC governance framework, including conducting governance meetings.
> Supporting MLROs in executing their local program and understanding regulatory differences across the region in key aspects of the financial crime program.
> Supporting regulatory reporting, requests and visits arising from businesses across EMEA.
> Preparing presentation materials for relevant Financial Crimes forums and senior management.
> Ensuring compliance with local regulatory requirements from a program execution perspective taking into account industry best practice whilst driving regional and global consistency.
> Supporting the EMEA Head of Financial Crimes in providing senior management and relevant boards with regular, timely and accurate information on the execution of the financial crimes program.
> Providing financial crimes subject matter expertise on changes in regulatory requirements and serve as an effective advisor to key stakeholders.
> Managing priority issues for the EMEA Head of Financial Crimes and ensuring their effective resolution.
> Liaising and coordinating within GFC globally and with key stakeholders across the Firm to ensure appropriate execution of the Firm's enterprise-wide financial crime prevention program
QUALIFICATIONS
Skills required
> relevant experience, preferably at a large/complex financial institution.
> A thorough knowledge of regulations and industry best practice pertaining to financial crimes programs.
> Experience in evaluating and enhancing global processes.
> Experience in effectively influencing and presenting to senior stakeholders in a global firm.
> Excellent communication skills; ability to present complex matters succinctly to a range of audiences and ability to work effectively with colleagues across divisions.
> Analytical and problem-solving skills and the ability to provide viable and commercial solutions in a time-sensitive environment.
> Highly motivated self-starter, able to work independently while collaborating and coordinating as part of a global team.
> Experience in leading and delivering successful strategic outcomes.
> Experience of interacting with regulators and/or providing businesses with financial crimes compliance advisory is desirable.
> Certification as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license - or certification within first 15 months of employment.
