Project Overview and Role:HSOT, implemented by Palladium, provides the Foreign, Commonwealth and Development Office (FCDO) and other UK Government departments with capacity and specialist expertise for effective UK response to sudden-onset disasters, protracted crises, and complex emergencies.
We are seeking to appoint a Finance Manager who will form part of management of the Operations Team within the programme.
This role will report directly into the Deputy Director - Operations and will support the HSOT Senior Management Team (SMT) as well as stakeholders such as the Vice President of Finance, EMEA. This is a crucial role for the programme as this role will oversee all aspects of the project finances and be the financial focal point for the FCDO.
This role will be responsible for financial reporting, accounts payable, accounts receivable, aged debt, budgeting, and forecasting. The role has a strong managerial element, with a medium sized team to manage and will lead on elevating the finance teams’ profile within the programme and within the company. The post holder will be responsible for assisting in the review of monthly project finance and accounts, budgets for accuracy, creating budget narratives, and responding to financial requests as needed. The successful candidate will need to have strong communications skills and analytical analysis to maintain the positive relationships with colleagues, partners, and clients.
Primary Duties and Responsibilities:
- Set targets for the Finance Team so that they meet key company and client deliverables such billing targets and invoice deadlines.
- Manage the Accounts Payable and Accounts Receivable functions for the programme.
- Ensure compliance with tax legislation and escalate any issues that might impact on tax compliance.
- Manage and facilitate project level financial audits, internally as well as externally.
- Manage monthly bank and cash advance reconciliations.
- Ownership of client and company forecasts, ensuring robust planning assumptions that are well understood by the wider HSOT team and delivering great forecast accuracy.
- Lead the creation of annual budgets for the company and for the client.
- Support the HSOT SMT in delivering against the budget, highlighting any financial risks, and developing mitigating strategies.
- Routinely report Project Income variances, along with analysis and insight that support management decision making,
- Comply with all aspects of Palladium’s month end and ad hoc reporting.
- Support Project Management Team and Senior Management Team in creating financial data for client reports such as annual review, quarterly progress reports and the programmes KPIs.
- Review and post accounts payable vouchers and ensure that correct payment processes are followed.
- Provide line management to the HSOT Finance team.
- Support the Finance Team members in setting targets and set clear expectations for quality, accuracy, and timeliness.
- Manage performance of staff by providing clear guidance, support, mentoring and coaching.
- Ensure new staff across the programme are inducted and supported so that they can take up their roles as soon as possible.
Required Qualifications:
- Degree Qualified
- ACA / ACCA / CIMA equivalent
- Experience in project accounting and revenue recognition preferred.
- Hands on finance and accounting experience industry.
- Business or accounts administration is desirable.
- Good knowledge of accounting policies and procedures.
- Strong accounting, business, and administration skills.
- Strong analytical, planning, and financial management skills coupled with the ability to thrive under pressure.
- Ability to analyse financial data and prepare financial reports.
- High level of attention to detail and accuracy.
- Ability to resolve complex issues, build solid relationships and deliver outcomes.
- Good organisational and planning skills.
- High standard of written and verbal communication skills in English.
- Excellent skills in Microsoft Office – particularly Excel modelling.
- Experience of leading a team and managing and developing people
- Experience of uplifting process and controls to best practice standards
