Akton Resourcing are currently working with a local authority to recruit a Senior Finance Officer to join the Capital and Treasury team on a 3-month contract. The role holder will be responsible for assisting the Finance Manager (Capital and Treasury) in their overall responsibility for the provision of a high quality and comprehensive range of financial advice and support services to Elected Members, Directorates and Budget Holders.
Main Responsibilities:
- Support the Finance Manager in supervising and managing resources.
- Support the Finance Manager in the creation of an environment where challenge of practice is regarded as the 'norm' within the parameters set out by the financial regulations.
- Respond positively to the needs of the clients in the running of their financial affairs through information, training and advice.
- Enable budget holders and project managers to fulfil their service delivery objectives effectively and efficiently in accordance with the Council's Financial Frameworks or policies and procedures.
- Produced annual budgetary and accounting information in conjunction with service area staff, for incorporation into the Authority's overall budget or programme.
- Prepare financial reports in a clear and understandable format and with a level of detail that is meaningful and can be interpreted by clients when monitoring expenditure or forecasting future requirements.
- Consider the overall financial wellbeing of budgets and highlight any issues of concern to budget holders and project managers in a timely manner in order tat appropriate action can be taken.
- Develop and maintain an up to date knowledge of accountancy matters generally and those specific service areas supported in particular.
- Deputise for the Finance Manager (Capital and Treasury) as and when required.
- Prepare Treasury Management Policy and Strategy documentation, including in-year updates for Audit and Governance Committee, Cabinet and Council.
Qualifications:
- Relevant academic and/or professional qualification (e.g. CIPFA).
- Appropriate Leadership/Business Qualification or equivalent experience/skills.
Experience:
- A proven track record or ability of working effectively and in co-operation and partnership with a wide range of service partners and stakeholders.
- A proven track record of successful finance experience within Local Government or a large complex organisation.
- Evidence of advising and supporting financial and resource management, including project management.
- Applying effective monitoring and control procedures specifically regarding; the capital programme and treasury management.
- Experience of identifying value for money service outcomes.
- The ability to work to strict deadlines and effectively with conflicting priorities.
- A successful track record of delivering outcomes through leading, motivating, managing and empowering teams and across professional boundaries.
- A successful record of delivering customer focused services that involve users and drive up standards and performance.
