Job description

Duties

  • Monitor and inspect mechanical systems to ensure contractors are operating and maintaining them to maximize mechanical reliability and minimize system inefficiencies.
  • Develop and evaluate repairs, alterations and systems replacement project concepts, designs, cost, benefits, and priorities. Track short/long term repair and alteration programs for facilities.
  • Develop cost estimates for competitive bidding for a variety of multiple-use construction projects. Determine construction operations and methods, the time required to complete each phase; types, capabilities and cost of operation and maintenance of construction equipment, material types and quantities; and overhead and other costs.
  • Conduct the preventive maintenance and testing program. Perform scheduled and random checks on equipment and vessels to assure the reliability efficiency of facility operations and equipment. Maintain baseline records of equipment test results, prepare reports of test results, and notify personnel of test results and recommended repairs.

  • Recurring evaluation in the plant and distribution facilities, there is exposure to risks and discomforts such as high temperatures and humidity (particularly in stem tunnels), noise in the plants, asbestos, chemicals, fly ash, and fuels. In these facilities safety equipment is worn: Hard hates, safety shoes and eye protection.

The GS-12 salary range starts at $94,199 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is work that has provided expert knowledge of mechanical engineering principles and concepts regarding boiler plant and refrigeration plant systems and associated distribution systems; and a working understanding of trade practices, safety policies, procedures and guidelines to work conditions, work practices and protective equipment used in the facilities.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of mechanical engineering principles, concepts, and practices with emphasis on thermodynamics and heat transfer, hydraulic, pneumatic systems; electrical and structural principles and practices of engineering duties: design, operation of heating and refrigeration systems associated with large mechanical systems.
  • Knowledge of maintenance and repair procedures related to high-pressure steam, refrigeration, boiler, and/or mechanical equipment.
  • Knowledge of analysis techniques: life cycle economics, reliability analyses, and fuel contingency analyses.
  • Ability to review contract plans and specifications for conformation to standard engineering practices.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
