Senior Engineer (Traffic Signals)
We are seeking an experienced Senior Traffic Signal Engineer to join a proactive team to oversee and deliver a range of Traffic Signal services.
Medway Council is responsible for Network Management activities throughout Medway and our traffic signals and systems form a key part of delivering an efficient transport network. Our aim is to provide high standard user-friendly traffic signal infrastructure, supporting everyone to travel safely and easily within Medway.
The successful candidate will oversee the day-to-day delivery of the Council’s Traffic Signal and ITS Service. Leading a small team to maintain and develop Medway’s traffic signal installations and traffic system strategies, supporting the expeditious movement of traffic through and within the Medway Towns.
Forming part of the wider Transport Engineering Team, the Senior Traffic Signals Engineer is the Team Leader for traffic signals and related systems. Having day to day responsibility for: operation and maintenance of our Urban Traffic Management and Control System (UTMC), the design and specification of traffic signal installations such as signal controlled junctions and pedestrian crossings, whole life asset management, and oversight of the term maintenance contract.
The role involves project management, delivering work programmes, preparing project reports, analysing traffic and signal operation data, developing and appraising projects, monitoring the performance of schemes to ensure services are provided at the highest level, and engagement with stakeholders. You will also coordinate and supervise the day-to-day work of engineers and technical staff within your area of expertise to enable the management and continual improvement of the team.
You will have opportunity to oversee end to end service delivery, and will be directly involved in the scoping, assessment, implementation, maintenance, and operation of traffic signals installations and Intelligent Transport Systems throughout Medway. You will also have opportunity to contribute and support the delivery of wider Transport Engineering services.
About you
You will have a wealth of demonstrable experience commensurate with the role of Senior Engineer. The successful candidate will have suitable traffic signal infrastructure experience, covering design, maintenance, operation of traffic signals infrastructure. You will have knowledge of traffic signal operation techniques and tools, including experience of junction modelling, signal configuration and optimisation, traffic management strategies, and industry software such as Linsig and AutoCAD. You will have good knowledge of current and emerging technologies, industry best practice, and a proven track record.
You will have good technical, financial and project management skills, and a proven track record of delivering complex traffic signal and system solutions. The ability to undertake factory and site acceptance testing along with traffic strategy validation. Knowledge of managing UTC/SCOOT and software developments. A strong understanding of CDM and Health & Safety practice. Ideally you will have a relevant professional qualification or be working towards one.
You will have demonstrable experience of operating within a senior position and the ability to communicate at all levels, including the ability to present technical detail to all audiences.
You will also be able to support the development of the Traffic Signals Team, providing mentoring, technical support and training. Along with assisting the Transport Engineering Manager with more strategic, longer-term projects and workstreams.
To be successful in this role you will need to be a strategic thinker, a creative problem solver and technically experienced. We need someone who enjoys collaborative working and can build strong relationships both internally and externally.
You will also have a current suitable driving licence and have access to a suitable vehicle for business use.
This role is a flexible hybrid working style, with the option to work at a fixed Council premises or a combination of Council premises and home working. The role is Medway based, with the potential for daily interaction with Medway based infrastructure or site assets. A laptop and mobile phone will be supplied as part of the role. This post includes an essential car user allowance, with mileage paid at a per mile rate. You will benefit from a minimum of 27 days leave increasing to 30 days per annum after completion of five years continuous local government service.
