JOB CONTEXT:

To manage the Economic Regeneration Team, including the Town Centre Manager so as to prepare and deliver economic regeneration strategies and programmes, deliver regeneration projects and town centre initiatives and contribute towards the implementation of the Borough’s Local Plan and associated planning guidance, masterplans and strategies.

Work in conjunction with the Head of Service to ensure strategic objectives are met.

Responsible for the delivery of the Economic Regeneration functions in accordance with corporate objectives, service delivery plans, performance management systems and approved budgets.

Successfully manage change within the service and build and maintain enthusiastic and committed teams.

Promote and maintain a culture which places customers first and aims to deliver a high standard of service.

To deputise for the Head of The Built Environment for matters relating to Economic Regeneration.

MAIN DUTIES AND RESPONSIBILITIES:

Professional responsibility for the management of the Economic Regeneration Team for the supervision of Economic Regeneration Team staff.

To lead and manage the process of delivering development on sites and key regeneration projects from inception through to completion. To manage allocated budgets including high and major value consultancy and construction capital project budgets.

To manage effective and proactive engagement with stakeholders communicating and negotiating effectively with colleagues, internal clients, partners and stakeholders, including developers and investors, to unlock regeneration sites and attract inward investment.

To support, develop and maintain relationships with local businesses, signposting collaborative projects, business support, workplace development and expansion opportunities.

To lead and manage the preparation and delivery of economic regeneration strategies, action plans and programmes including UKSPF, Levelling Up and Borough wide plans.

To prepare project briefs and assemble funding packages sufficient to deliver development on sites and key regeneration projects, including identify and applying for opportunities to support project funding in the form of grants, loans and other financial assistance and work with funding providers to ensure that the conditions of allocated funding are delivered.

To act as the Council’s Informed Client interpreting data from various sources in order to provide advice to lead Officers and stakeholders appropriately on property and regeneration matters including:

a. development assessments and appraisals,

b. council assets,

c. site acquisition,

d. valuation issues,

e. the use of compulsory purchase powers in order to deliver regeneration proposals.

f. the work of any arms-length body set up to deliver the Council’s corporate development, regeneration and property management aspirations and priorities

To lead and manage the delivery of town centre regeneration projects and to oversee the work of the Council’s Town Centre Manager. Promote the Borough to stakeholders, residents and developers as a place to live, work and invest.

To contribute towards the implementation of the Borough’s Local Plan and associated planning guidance, masterplans and strategies work closely with the Council’s Planning Policy and Planning Control Teams.

To devise, tender and procure regeneration projects and development schemes and manage their implementation and delivery either directly or by working with and managing external advisors as part of larger development and project teams including specialist sub-consultants and design teams.

To prepare and present reports at meetings of the Place Shaping Member Working Group, Policy, Finance and Development Committee and Full Council (or other relevant bodies) to engage Councillors in the Economic Regeneration process.

To work closely with partners to secure the delivery of development on sites and key regeneration projects, including other local authorities and the Leicester and Leicestershire Enterprise Partnership.

RESPONSIBILITY FOR RESOURCES:

1. To manage permanent, temporary and agency employees and consultants as required.

2. To manage allocated budgets and construction capital project budgets in accordance with Council policies, budget system and the constitution.

External: Members of the Public, Department of Communities and Local Government, Leicester and Leicestershire Enterprise Partnership, Leicestershire County Council, Consultation Bodies, Other Local Authorities, Developers, suppliers.

PEOPLE MANAGEMENT

Responsible for recruitment of employees within the Economic Regeneration Team in accordance with the Council’s Equal Opportunity and Recruitment & Selection Policies.

Build and maintain effective communication networks and to be responsible for the ongoing development of employees enabling them to feel valued and aware of their contribution to achieving service and corporate targets.

Manage staff performance and development across the economic development service, including one to one meetings, appraisals, capability, disciplinary and sickness issues in accordance with HR policies and procedures; hold regular team meetings; embed the Council’s Vision and Values in the service.

WORKING CONDITIONS & ENVIRONMENT

The post is situated within the Main Council Offices (currently at Station Road, Wigston although the Council will be moving to Brocks Hill in Oadby during 2023). However, you may be required to work from other sites and places within the Borough where your professional attendance is required.

The Authority operates an agile working policy which gives staff flexibility over locations and when hours are worked, as agreed with their Line Manager.

The post is designated a casual car user.

The Council will pay your subscription fee to one professional organisation annually.

The post holder will be required to attend Committee meetings, which are usually held in the evenings.

A degree or equivalent in a subject related to economic regeneration, development, planning, assets, surveying or project management.

Relevant experience and knowledge

At least five years’ experience working in a economic regeneration or similar environment

Experience of working with landowners, stakeholders and developers to bring forward development and regeneration

Understanding of Compulsory Purchase order processes

Knowledge of project management techniques

Line management experience

Local Authority experience

Awareness of planning processes in respect to economic regeneration.

Knowledge of funding opportunities including the bidding and application process.

Ability to provide regeneration advice on asset management issues.
