Job summary

The Qatar Air Programmes Office (QAPO) is a team within the Assistant Chief of Air Staff (Strategy) organisation consisting of RAF personnel and civil servants located within the Ministry of Defence, RAF Coningsby, and RAF Leeming. The QAPO exists to support the successful delivery of support to the Qatari Emiri Air Force (QEAF) across Typhoon procurement, Joint Typhoon Sqn (12 Sqn) and Joint Hawk Training Sqn (11 Sqn) flying training.

The finance team within QAPO is responsible for:

  • Ensuring any spend for the delivery of the programmes is a fully justifiable spend of public funds.
  • Be the first point of contact to the wider QAPO team on financial matters by providing ad-hoc advice and support.
  • Present quarterly reports of MI for the recognition of income drawdown and to provide awareness to senior UK-based stakeholders on the current state of play of the programmes.
  • Maintain both In-Year and Multi-Year forecasts of expected expenditure and income for audit and reporting needs required by Air Finance.
  • Provide financial approval for new business cases.

Job description

As the Cost Consolidator for the QAPO Finance team you will be required to:

  • Coordinate cost reporting, carrying out tasks from the Cost Controller and assisting the FinOps BLB Team with generating report returns on Qatar Programme expenditure.
  • Apply initial rules-based scrutiny to expenditure, utilising attribution principles and guidance from the Programme.
  • Assist with the forecast and maintenance of In-Year Programme PMO and Risk spend, and Programme income within the programme’s budget.
  • Compile reports and run reporting processes for costs not linked directly to financial data, including personnel expenditure.
  • Maintain the QAPO Business Plan.
  • Support administration of finance team meetings; provide input to the monthly FOO Reviews, manage minute-taking for all meetings.
  • Carry out financial scrutiny, including affordability, on all BAU proposals within the Business Plans.
  • Sense check legacy information and update where applicable, ensure detailed descriptions are provided and make sure Programme Leads endorse each plan

  • Excellent interpersonal skills including the ability to communicate effectively with staff and partners at all levels
  • Willingness to complete the Finance Skills Certificate (FSC) – Foundation within 6 months of joining.
