Job description
The Division of Technology Services (DTS) is seeking to hire a highly motivated individual to oversee application development and performance for the Utah Department of Transportation (UDOT).
This position may be eligible for remote work with in office time required (must live in Utah). The office location is the Calvin Rampton Building 4501 South 2700 West Taylorsville, Utah.
This position is considered the Director of the DTS / UDOT Technical Team and will help to facilitate the setting of long and short-term strategic directions. The Director is responsible for leading the applications teams and responsible for overseeing the planning, developing, executing, monitoring and ensuring successful outcome of some of the most complex, critically important and high cost technology projects within the state.
This position will be responsible for developing recommendations to improve system(s) effectiveness, efficiency and compliance with DTS, UDOT as well as federal policies and objectives; works strategically in identifying potential systems issues; consults with management in both DTS and UDOT; assists team members with information technology needs in either designing and directing software applications or ensuring a stable and secure environment within the organization's technical infrastructure and the whole of DTS. The Director will advise and assist technical staff and business staff to further the successful completion of technology projects and will directly supervise the lead managers of the application and DevOps teams.

Primary Duties
Work with business partners to gather requirements and define the scope of projects.
- Develop and coordinate IT plans and policies.
- Coordinate with business owners to understand their needs and requirements.
- Manage assigned personnel resources across multiple projects.
- Work with DTS, UDOT, and state purchasing to contract for software and other resources.
- Review projects to ensure they are meeting business needs and DTS requirements.
- Audit and review systems and practices to ensure compliance with procedures, regulations, and standards.
- Monitor system performance to identify and resolve problems.
- Drive and implement software development life cycle process improvements.
- Produce project documentation necessary to manage a portfolio of projects.
- Provide direct and indirect management to a team of highly talented developers and systems architects.
- Develop technology road maps for development.
- Assist in the creation of enterprise-wide style guides and development standards.
- Occasionally participate in after-hours support.
- Lead workgroups to develop action plans for IT initiatives.
Work in a matrixed team environment handling tasks from both project and support groups.

- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
