Salary Grade: NC26 Salary Range: $94,214 – $211,982
The Director of Office of Strategic Initiatives & Program Support is responsible for the initial planning and implementation of several comprehensive and complex strategic initiatives that support the overall transportation program, policy and direction. This includes management of all aspects of the strategic initiatives that are broad and cross-functional that require coordination across multiple Divisions, Modes, and Units. The Director is responsible for overseeing federal and state policy reviews, communicating results to top management, and developing strategies based on reviews. Analyzes and recommends emerging trends, policy change implications, development opportunities, threats, and potential internal business performance and business process improvement. The Director will lead, conceptualize and execute work streams which are strategic priorities and developing initiatives for the department and transportation industry. In addition to these duties, this position will oversee the Department Research and Development Unit, work with staff to develop independent financial forecasts, work with other agencies in developing consensus financial forecasts.

Experience in managing multiple and varied projects that include cross-functional activities, contractual decision making and leading multi-disciplinary groups.- Knowledge of state and federal laws, rules and policies that govern providing all modes of transportation services.
- Experience working with all levels of public officials, delivering complex and developing information, developing transportation policy, rules and laws.
- Demonstrated ability explaining highly technical concepts and related facts in a clear, concise, and organized manner, both verbally and in writing, for a variety of audiences.
- Experience supervising permanent employees, contractors and/or consultants including interviewing, recommending or filling positions, employee development, administering the Department’s performance evaluation system, and taking or recommending disciplinary actions when necessary
Management prefers a Registered North Carolina Professional Engineer (PE). Must have experience in public speaking, leading diverse teams, willingness to travel across the state and country representing the Department on a variety of topics. Must be able to effectively, precisely and accurately develop technical documents, and review complex deliverables for compliance with contractual requirements and NCDOT policies and procedures. Ability to develop plans to accomplish work operations and long-range goals and objectives. Ability to technically oversee all services. Ability to evaluate and allocate resources, manage budget and contracts.

Bachelor’s degree major in engineering from an appropriately accredited institution and a minimum of five (5) years progressive engineering experience including two (2) years of supervisory experience.
Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors May require certification as a Project Management Professional (PMP) from the Project Management Institute.
