Job description

A key member of the Regional Technical Team as a proactive and empowered Quantity Surveyor who will lead on Cost Assurance across a large and diverse estate, including airfields & hangars, warehouses, fuel installations, sports facilities, catering, retail & leisure facilities and living accommodation.

We have a Safety-First Ethos focusing on assuring safety standards in key areas such as, Asbestos, Gas Safety, Electrical, Fire Safety, Fuels and Legionella Management. The role will involve planned and preventative maintenance, project and contract management, collaboration with customers, suppliers and consultancies to deliver a safe place for service personnel to work, live and train. DIO invests in strategic asset management, and you could be part of the future management of the Defence Estate.

Responding to the challenges of Net Zero Carbon in the replacement and upgrade of key infrastructure across the estate with exciting new projects including electrical vehicle charging infrastructure, solar installations and fire safety enhancements.

Person specification

Providing support to the Site Teams and wider DIO, being agile identifying and implementing solutions.

Working collaboratively with Industry Partners to ensure customer (UK based Armed Forces) value for money solutions in their many infrastructure capability challenges. This role requires establishing efficient and successful working relationships to ensure workable pragmatic outcomes offering value for the property product offered. Working with our TLB customers and those from supply chain logistics providers to ensure end users are provided with suitable solutions to their infrastructure needs.

Contribute to a strong ethos of team development and continuous improvement through personal development and mentoring.

The Cost Management team deliver within a matrix-managed environment. The successful candidate will work effectively to provide.

  • Should Cost estimates for Construction Minor Works.
  • Contractor Cost Data reviews and VFM Benchmarking.
  • Should cost Models on Ad-hoc Projects and Programmes.
  • Tender Evaluation reviews.
  • Ad-hoc Cost Guidance to colleagues.

All of this within a fast-paced agile delivery organisation.

You will be expected to undertake a variety of estimating, reporting, cost modelling, bench-marking and value for money studies for the delivery of Capital Projects. Team members work together to succeed, adapting to changing priorities whilst applying personal and professional skills.

  • Provision of early-stage cost advice and estimates for Capital projects. To include Three Point Estimating Techniques, Cost Benchmark setting, risk analysis and spend profile forecasting.
  • Provide cost advice and mentorship through a projects' lifecycle of RIBA stages (0-6).

Working collaboratively with appointed external consultants, Technical Support Providers (TSP), providing assurance on all cost and financial deliverables and validating Business Case evidence.

Providing assistance to Project Management and Commercial functions with Change Control cost management, for both the TSP commission and Compensation Events.

  • Supporting production of regular project cost reports and out turn cost forecasts.

Assist in tender documentation preparation and tender analysis.

  • Supporting Investment Appraisals, Sensitivity Analysis, Public sector Comparators and input to Outline and Full Business Cases as required

A full UK driving licence is required as the Region is geographically large, the role is site based with a requirement to travel to different locations to fulfil the role, including occasional national travel. Public Transport is not available to many locations.

Allowances

Recruitment and Retention Allowance of £3,000 may be payable in addition to the basic salary.
