Job description
The CDIO University & Learning Team within CDIO Chief Operating Office (COO) is primarily accountable for delivering learning and development opportunities to deliver capability build for the organisation.
The team has a number of key deliverables that include:
- Developing and implementing the CDIO Learning & Development and Learning Engagement Strategies
- Ensuring a broad learning ecosystem for CDIO that meets the needs of everyone in the organisation including DDaT professionals
- Developing and implementing organisation-wide learning programmes and activities such as tech fluency
The team is also responsible for a number of other key activities that support and enhance the deliverables outlined above and these include:
- Responsibility for managing the CDIO learning and development budget, including forecasting spend and evaluating learning impact including RoI
- Leading the relationship with key external suppliers including Skillsoft and KPMG
- Supporting CDIO Professional Academies to deliver L&D for upskilling within individual professional roles or role families, technologies (such as Cloud) and functions (such as Business Change Management)
- Engaging and collaborating with key stakeholders across HMRC, and Government including the Cabinet Office, to evolve the learning offer in line with wider strategies and frameworks such as the Digital, Data and Technology essentials for non-DDaT SCS
- Supporting the development of a learning culture to help CDIO become a learning organisation
The Deputy Head of Learning & Talent Development is responsible for the CDIO learning and development offer, enabling our people to develop the skills they need and delivering critical capability for the organisation. The post holder is accountable for leading the optimisation and improvement of the learning and development portfolio in CDIO. As such they also own the relationship with key learning suppliers including Skillsoft and are accountable for development and implementation of the CDIO L&D Strategy.
Core activities include:
- Partnering with internal stakeholders, delivery partners, internal and external subject matter experts and external suppliers, to build upon our suite of learning and talent development opportunities
- Building the professional networks needed for successful implementation of the Learning & Development Strategy across all levels of CDIO, including CDIO SLT,
- Gathering and using insights about trends and developments in learning and talent development from the external marketplace
- Programme managing the delivery of multi-stranded learning and talent development projects and initiatives
- Supporting internal learning events and workshops to meet business needs and priorities
- You may be required to manage a small team
- Occasional overnight travel may be required
Person specification
You will already have knowledge, understanding and/or experience of:
- Lead development and improvement of CDIO L&D Strategy ensuring alignment with wider CDIO/HMRC strategies and objectives
- Provide partnering support, challenge and best practice learning advice to those for responsible for capability development within the business including professional community leads and manage the continuous improvement of these interventions
- Operate at a strategic level as a trusted advisor, providing an objective view and challenge, articulating business needs
- Ensure familiarity with latest trends and developments in learning from industry and integrate appropriate new developments into CDIO’s learning approach
- Drive change through digital technology - implementing and working with leading-edge technology to transform ways of working and deliver efficiencies and value for money
Essential Criteria:
- Experience of designing, delivering and evaluating learning programmes to deliver capability build particularly in large and complex organisations
- Have a proven track record of building and maintaining positive relationships with a wide range of internal and external stakeholders at all levels
- Good consultancy skills and ability to partner with the business to understand and articulate customer needs
- Be able to think strategically to feed workforce and business needs into learning and development strategy, translating strategies into solutions
- Be able to work independently in a fast-moving environment to carve out your own role and deliver through others, being agile and responding positively to change
- Be able to problem-solve effectively and take decisions even when data may be missing, or the full picture may be unclear

Selection process details
