Job summary
The Head of Central Region is accountable for over 13,000 assets, multi-million FM contracts for hard and soft FM services and delivery of multi-million programmes of lifecycle replacement and new capital investment works, as well as keeping assets in a safe and compliant condition.
In addition, the role will need to make the necessary changes to address new and increasing demands – new FM contracts which are bringing in a different contracting model for the estate; customers that are significantly increasing their infrastructure spend year on year; a drive for proactive asset management and low carbon solutions; and that MOD expectations are increasing that infrastructure needs to be reliable, compliant and fit for purpose.
The post holder reports to the Regional Delivery Director and the Chief Operating Officer and is a member of the DIO Wider Leadership Team and the Regional Delivery Directors Executive Committee.
Job description
The Head of Central Region is accountable for:
Leadership of Multi-Disciplinary Teams
- Accountable for team performance, conduct and development. Development of training strategies and implementing solutions.
- Effective delegation and monitoring and managing in line with departmental levels/controls and standards.
- Accountable for ensuring the team has the right skills and capabilities to deliver.
- Developing and sustaining a High Performing Team culture, promoting diversity and inclusion.
- Provide strong leadership motivation and empowerment to multi-disciplinary teams, including infrastructure professions, commercial and finance staff by setting common goals and vision.
- Driving a culture of teamwork, high performance and continuous improvement.
Manage Service Performance and Contract Management
- Work collaboratively with suppliers to deliver performance against contracts KPIs and identify opportunities for efficiencies and improvements.
- Assure efficient and effective delivery of contracted services through appropriate systems, checks and balances.
- Identify opportunities to reduce estate running costs, provide customers with costed infrastructure options.
- Ensure you and your team understand your assets to allow you to provide better and more specific customer service.
- Satisfy legislative and statutory requirements and the provision of fit for purpose assets to meet customer needs.
- Provide regular and clear progress monitoring and management information including that infrastructure assets are statutory compliant.
Deliver Services
- Deliver multi-million and complex programmes of estate works to agreed time and budget envelope.
- Advise in the formation of and be responsible for the Regions annual budget and delivery programmes, to ensure all operations are provided at optimum cost and effectiveness.
- Contribute to the development of the annual customer Infrastructure Delivery Plans and verify delivery capability.
- Work collaboratively with suppliers to deliver agreed programmes of work, to drive Industry Partner performance against contract KPIs and identify opportunities for efficiencies and improvements.
Create and Sustain a Customer Focused Service
- Integrate delivery of services and operations to MOD customers, ensuring that they enjoy an exceptional level of customer service.
- Achieve agreed levels of customer satisfaction
- Ensure, at all times that customers are supported and infrastructure information is provided effectively to discharge customer responsibilities.
- Ensure the regional interface with customers, internal and external stakeholders, and implementing an effective stakeholder engagement strategy.
- Act as a senior point of escalation for all service delivery issues.
Deliver Change
- Deliver change to create a customer focused delivery capability and deliver effective communications in support of wider corporate DIO and MOD initiatives
- Delivering effective communications in support of wider corporate initiatives and provide timely and accurate information to support Parliamentary and Freedom of Information (FOI) requirements.
Person specification
The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:
- Experienced Senior Facilities Management/Senior Infrastructure/Estate Management professional with at least 10 years applicable post qualification experience. Proven track record of managing substantial estates and facilities services, preferably in a complex environment.
- Evidence of building and empowering high performing dispersed teams, in a complex and dynamic environment with an engaging adaptable leadership style.
- Track record of successfully leading a large scale multi-million-pound operational infrastructure contracts function.
- Demonstrate customer focus and an ability to successfully collaborate at all levels; evidence of working with a broad range of senior stakeholders with the impact to influence effectively.
- Experience of leading large scale organisational change utilising effective communication and engagement techniques to achieve tangible results.
- Demonstrate sound business acumen and a strong focus on performance and financial management; Commercially minded with proven ability to forecast, prepare and manage large budgets.
Desirable
- Qualified to degree level or equivalent in a relevant property, estates or engineering discipline.
- Hold an appropriate professional accreditation; Member, Chartered, Certified or Fellow grade IWFM, RICS, CIOB, CEng, CEnv, RTPI, CIBSE, RIBA or similar.
