Job description
An exciting opportunity has arisen to be part of a small Commercial team who are responsible for the placement and management of a portfolio of Contracts that support the British Force Parcel Office (BFPO), which is part of Defence Equipment & Support. BFPO is responsible for providing a postal service to HM Forces within the UK and around the world.
You will be the Commercial lead responsible for the management and development of 2 individuals, as well as be part of BFPO’s leadership team to advice on Commercial matters such as: Commercial and Procurement Strategies, Smarter ways of contracting, Contract Management and the Tendering process. You will also be expected to work closely with suppliers to resolve issues and to hold to account when performance is not as per the Contract.
About the role
In this role, you will have the opportunity to:
Accountable for determining the appropriate commercial strategy for project requirements within own delegation. Drafting the strategy plans, commercial management plans and facilitating/delivering it or making recommendations for action to Senior Leadership, ensuring all contracts adhere to EU procurement regulations and Government policy.- Develop and deliver Pre-Qualification Questionnaire (PQQ), Invitation To Tender (ITT) and contract documentation ensuring adherence with MOD policy and legislation.
- Communicate in a timely manner with a range of internal and external stakeholders including Senior Leadership, suppliers and Subject Matter Experts.
- Lead/ manage staff where required, advising, coaching and developing Commercial Assistants and Commercial Officers as required.
- Contribute to wider Commercial functional and DE&S initiatives as required.
- Having or gaining an understanding of the market place in which BFPO operate.
- Providing Commercial advice and influencing internal stakeholders.
- Use of internal DE&S Acquisition and Commercial tools (training will be given).
- Identification and implementation of income generation opportunities where possible.
- Completion of Management Information activities as and when required.
Person specification
To be successful with your application, you'll need to show that you meet the following essential criteria:
- Relevant contract sourcing and/or contract management experience.
- Proficient IT skills including Microsoft Office and ability to use IT systems and programmes.
It would also be great if you can demonstrate any of the following desirable criteria:
Hold a minimum of a CIPS Level 4 Foundation Diploma and be working towards achieving and obtaining Levels 5 and 6, including attendance at defence commercial professionalism courses to develop commercial skills and ensure on-going Continuing Professional Development.- Achieve Government Commercial Function (GCF) professional standard through Practitioner Level Accreditation Panel
- Experience of procurement and contract management of postal service contracts.
