Duties

The Congressional Research Service (CRS), Office of Publishing (PUB) seeks three (3) Technical Information Specialists (Data Specialists) to join its Content Management and Data Analytics Section. The selectees will be responsible for leading, managing and organizing digital content in CRS repositories and databases, reporting on data metrics, and providing instructional services.
Candidates with knowledge of disciplines related to the organization of information and an understanding of the principles of information management, website content and search, metadata, taxonomy, and data retrieval and analytics are encouraged to apply.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation’s best thinking on public policy issues of interest to its Members and committees.

GENERAL DUTIES

DATA METRICS

Identifies and formulates appropriate data metrics and key performance indicators on CRS services and products.

Collaborates with other Data Specialists in leading and managing the data analytics activities that allow CRS management to make data-driven decisions on its services and products.

Uses professional knowledge and data analytic skills to respond to requests for specific statistical data, such as visualizations and written findings to highlight changes, trends, relationships, and predictive analyses, and to continue to expand the internal CRS Data Metric Site with additional metrics, downloadable data and visualizations.

Collaborates with CRS’s Strategic Planning Groups to incorporate data into future strategic plans and goals.

CONTENT AND METADATA MANAGEMENT

Manages the movement of numerous content types (including written products, videos, podcasts, infographics, events, oral testimony, and resources) to the CRS.gov website.

Formulates solutions to highly complex and other requests based on information management best practices and technical expertise.

Leads fellow section members in the resolution of complicated problems and issues.

Promotes CRS staff use of current and new applications and provides training in one-on-one and group settings to PUB and other CRS staff.

TAXONOMY DEVELOPMENT

Plays a major role in the development, implementation and use of the CRS taxonomy within multiple CRS environments, including websites, SharePoint sites, content management systems, and archive systems.

Designs and develops taxonomy content to include broader and narrower concepts; preferred, alternative and hidden labels; and scope notes and notations.

Collaborates with members of the section and staff from CRS research divisions to expand and manage the CRS taxonomy.

SOFTWARE TESTING AND SEARCH OPTIMIZATION:

Serves as an expert in the use of CRS applications and systems and the data contained therein.

As an expert in the use of the agile systems development lifecycle, the Data Specialist serves as an important team member on systems development projects in defining requirements, creating test cases, and conducting testing of CRS systems and applications.

Attends agile systems development lifecycle meetings, including daily scrum meetings, sprint planning and demonstration meetings, and retrospective meetings.

Uses statistical analyses of website search behavior and results to interpret and suggest improvements in search criteria including indexes, facets, filters and data categories. Anticipates search needs based on current events and input from users. Works with technical staff to ensure criteria such as relevancy, punctuation, identification of words with multiple meanings, stemming, and Boolean operators are properly configured and are returning proper results in CRS’s website environment.

This is a non-supervisory, bargaining unit position.

The tour of duty for this position is full-time.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
