Who we are
The IPA is the government’s centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to the Cabinet Office and HM Treasury. Our core teams include experts in infrastructure, project delivery and project finance who work with government departments and industry. We support the successful delivery of all types of infrastructure and major projects; ranging from railways, schools, hospitals and housing, to defence, IT and major transformation programmes. We lead the project delivery and project finance professions across government.

The IPA Performance, Benchmarking and Data Team’s purpose is to better understand, support and improve the deliverability and performance of Government’s projects now and well into the future. We do this by collecting and maintaining project data; creating an enduring indispensable Government asset.
We transform this crucial dataset into reports, insights and advice at the project, portfolio and cross-Government system level. Specifically, for the Government Major Projects Portfolio (GMPP), we lead on:

Job description
As a Performance Analyst, you will produce performance reports on the Government’s Major Project Portfolio, using key metrics and ensuring visibility of project performance at the highest levels of Government.
You will also lead on data collection, liaising with departments to make sure quality data is received on time to inform our outputs.
You will work on advanced analytical projects, answering key questions and producing predictive analytics to better understand our role in improving project delivery performance.
You will also manage a platform to disseminate the reporting products, ensuring they reach the appropriate audiences inside of IPA and the wider Civil Service.
Analytical Techniques you can expect to use and develop:
When leading Advanced Analytics projects aiming to better understand how to maximise the performance of major projects in government you will have the opportunity to suggest and develop the best approaches to use. Recent projects to you will be expected to understand and build on have included:
- Machine Learning

Responsibilities
The role will be responsible for the following:
- Leading on the delivery of a number of regular reporting products, including quarterly performance packs previously sent to Perm Secs. Continuously improve quality and impact.
- Leading on the management of a BI reporting platform.
- Lead Advanced Analytics projects aiming to better understand how to maximise the performance of major projects in government
- Drive forward the use of excellent data visualisation to embed the use and demand for data.
- Leading the quarterly Data Collection and Management of the Government Major Projects Portfolio (GMPP) data for a sub-set of Departments, building strong relationships with the data providers.
- Take day-to-day responsibility for the quality of IPA’s data held on Government Major Projects and initiating processes of continuous bottom up data improvement.
- Support delivery of the Annual Report on Major Projects, which is published annually
- Work with colleagues in the IPA and across Government to develop further reporting and analytical products which support the goals of the IPA, departments and central Government
- Proactively disseminate AIU products, both within the IPA and externally.
Person specification
Essential criteria (experience):
- Highly numerate
- Skilled in producing quality reports using BI software such as Power BI or Tableau
- Experience in producing high quality analysis and/or reports
- Extract and understand key messages that are aligned to the organisation’s goals from complex, noisy, multiple databases using the most-relevant analytical technique
- Communicate complex analytical concepts and results to a non-technical, senior audience, including explaining the technical approaches used and highlighting insight from the outputs.
- Good interpersonal and stakeholder management skills
Desirable criteria:
- Coding - particularly using R or Python and SQL
- Working with Git to manage and collaborate on code

Please note that this role requires CTC clearance, which would normally need 3 years’ UK residency in the past 3 years.
