About The Service

ICT is part of the Council’s Customer and Digital Services Directorate.
Its primary functions are:
  • to provide high quality IT systems, support and maintenance across the organisation
  • to provide strategic advice and guidance to the service areas and their directorates
  • to contribute to the delivery of the Council’s Digital First approach

The ICT Service consists of several functions including:
  • the Service Desk
  • Enterprise Systems and Data teams responsible for the development, support and maintenance of both in-house developed and 3rd party applications
  • ICT Services teams delivering network, server and end user computing services
  • Security and Compliance
  • Enterprise Architecture

The technologies supported are predominantly based around Microsoft Windows desktop, laptop and server platforms with applications delivered through a range of physical, virtual and cloud infrastructures. Within the school environment there is a strong adoption of Chromebooks and iPads along with both Google and Microsoft cloud-based service offerings.

Main Duties and Responsibilities:

  • Develop, manage and monitor the ICT security and compliance assurance programme for Cyber Security, covering current and evolving threats to technology across the council, the local education authority and individual schools.
  • Co-ordinate and effectively document Cyber Security compliance requirements for schools, as required and in accordance with organisational policies, council standards, legislation, compliance and contractual obligations, and industry best practice.
  • Proactively work with senior officers including Headteacher, officers in ICT and Information Governance, and other relevant stakeholders across the organisation to ensure that Cyber Security requirements are defined, adhered to and that an annual assessment and assurance process is completed and reported on.
  • Proactively review the assurance of Cyber Security across Cardiff schools, documenting and highlighting any gaps or risks and, where possible, implement remediations or recommendations.
  • Respond to IT security incidents providing investigation and analysis, documenting incidents and making recommendations to prevent recurrence.
  • Monitor for breaches, attacks, intrusions or other unusual activity including identity and access management and potential abuse of permissions by authorised system users.
  • Be the main point of contact in relation to Cyber Security assurance and compliance requirements for all Cardiff schools, taking personal responsibility to stay up to date with any changes in the Cyber Security landscape and legislation and ensure that documentation, advice and guidance is up to date and contains all relevant information associated with current and emerging requirements.
  • Carry out tests and analysis of hardware/software using appropriate techniques and test procedures to ensure Cyber Security compliance of technology solutions across the Schools ICT infrastructure.
  • Test and evaluate security products and, where necessary, design and implement new security systems or upgrade existing ones.
  • Resolve security related performance issues, faults and associated errors
  • Respond to incidents and requests including tickets logged via the ICT Service Desk, ensuring relevant prioritisation and detail to allow effective investigation.
  • Support and contribute to service improvement activities and initiatives.
  • Ensure networks are protected from malware and viruses, identifying areas that might be under threat and areas where security can be improved, keeping up to date on ever-changing cyber-threats.
  • Contribute to the Service’s performance, objectives, targets and achievement of quality standards.
  • Maintain effective relationships with technical and support staff to ensure systems and information requirements are specified and delivered.
  • Provide advice and guidance in the planning phases of ICT projects to ensure that all Cyber Security requirements are met.
  • Take personal responsibility for own health and safety and promote compliance ensuring a safe working environment.
  • Develop, review and maintain service plans, polices, processes and procedures.


What We Are Looking For From You

  • Proven delivery of excellent customer service.
  • Experience of Cyber Security management including prevention, monitoring and detection of incidents, attacks, intrusions and other unusual, unauthorised or illegal activities.
  • Knowledge and experience of disaster recovery and contingency planning and event management in response to security breaches.
  • Ability to identify potential weaknesses in ICT services and systems and implement protective measures.
  • Experience of investigating security alerts, incidents or breaches and provide responses, recommendations and remediations.
  • Knowledge and experience of designing, testing, installing, supporting and maintaining ICT security products.
