Job description
We are seeking a professional and experienced HR partner to join our team. You will be an integral part of the HROD leadership team delivering our people strategy in line with the Council's values and behaviours. You will provide expert and professional HR and OD leadership, and advice, partnering with and coaching senior leaders to ensure services are accessible, efficient and provide value for money to our customers and residents.
You will have significant strategic HROD experience, including experience of developing and implementing people strategies and evidence of leading the people elements of key organisational change programmes. You must be MCIPD qualified with sound knowledge of employment law, experience of service transformation and continuous improvement. You will deliver a council-wide HROD service to senior managers providing strategic business focused advice on all aspects of organisational design, change management and workforce planning.
You will develop people plans to ensure that the Council’s People Strategy is understood and incorporated at a local level, that employee feedback is addressed and actioned, and that workforce priorities are identified and delivered. You will support directorate management teams to focus on key business priorities and diagnose workforce-related challenges, designing and implementing high quality solutions or commissioning services within HROD as needed. You will confidently use qualitative and quantitative data, business insights and intelligence to underpin your analysis.

The Council is implementing new ways of working and hybrid working will apply to this role. You are likely to need to attend Plymouth sites as required to perform your role, working from home at other times.
