Duties

As aTransportation Specialist, GS-2101-9, your typical work assignments may include the following:

  • Plans and coordinates all aspects of the fleet operations. Inspect and file daily Vehicle Use Record/lnspection Checklist paperwork.
  • Utilizes GSA Fleet Management System to report mileage and accidents. Monitor fleet charge card purchases to
ensure that restricted items are not purchased. Prepare Fuel Log Credit card paperwork and approve online in the CitiDirect Credit Card Management System. Submits paperwork to the credit card Approving Official.
  • Conducts periodic and unscheduled surveys and inspections of MLMO workspaces and equipment to determine compliance with Occupational Safety Health Act and other regulatory requirements.
  • Prepares training materials and conduct safety training classes, demonstrations, seminars, pre-annual training briefings and other briefings as required.
  • Acts as safety specialist in the promotion of safety program. Must attend and participate in Military District of Washington safety council meetings to determine potential problem areas and provide guidance in proper safety procedures.
  • Provides guidance to MLMO management in the storage, handling and transportation of hazardous materials.
  • Serves as member of the technical review board in the periodic procurement of fleet vehicles.
  • Serves as Contracting Officers Representative (COR) to the Contracting Officer. Monitor contractor performance, funding and costs. Communicate with the Contracting Officer concerning satisfactory completion of work and/or unsatisfactory performance. Maintain contract files arid complete all required COR training.
  • Provides a yearly detailed budget documenting items and required services to sustain MLMO's vehicle and equipment program. Executes yearly operations within budget allocation.
  • Verifies that all MLMO motor vehicle operators maintain a valid driver's license. Investigate and prepare Accident Reports for Vehicle Accidents.
  • Ensures that vehicles receive preventive maintenance and repairs. Establish and maintain motor vehicle record files in a centralized location.
  • Manages the Electric Vehicle (EV) Charging Station program at the EOPC and the RDS for government and privately owned vehicles. Ensures the EV Stations are operational through periodical inspections. Establishes and pays for annual maintenance and network agreements for the EV Stations.
  • Manages EV usage through monitoring the network system. Collaborates with OA General Counsel once a year to ensure charges for privately owned vehicles set at a fair rate.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for the Transportation Specialist 2101:

Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrate: (1) understanding of the GSA Fleet Management System (2) Working knowledge of Microsoft office products (3) familiarity of GSA Drive through and (4) understanding of the government fuel card program.

The incumbent must possess a valid driver's license and must be able to successfully operate a box truck NTE GVW of 26,000 lbs., minivan, sports utility vehicle, industrial equipment and MHE equipment (forklifts, pallet jacks). The incumbent must complete a pre-employment physical and be able to lift objects weighing 50 pounds or more repeatedly.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
