The Competition and Markets Authority (CMA) are looking for an Assistant Economic Policy Adviser to join the Advocacy, Nations and External Relations team. The Advocacy, Nations and External Relations team is the CMA’s centre for stakeholder engagement, providing advice to governments and devolved administrations on how to harness competition and promote the interests of consumers.
Job description
Working with three Principal Advisers, the Assistant Economic Policy Adviser will produce insightful, timely and analytically robust advice on the effects of government policy on competition, consumers and markets. They will also play a key role in monitoring and prioritising requests and opportunities to advise and assist government.
This exciting role sits at the nexus between policy development and economic analysis. You will have opportunities to develop and apply your knowledge of economics and markets; to work with experts across the CMA; and to play a critical role in delivering on the CMA’s Annual Plan commitment to advocate in the consumer interest on regulatory, policy and legislative matters.
Person specification
- Identify and track policy developments in areas where government action stands to affect competition and consumers; and work with colleagues, including the CMA's representatives in the devolved nations to prioritise opportunities to provide timely and relevant advice to government.
- Conduct research of markets where government policies stand to affect consumers and competition.
- Working with the Principal Advisers, assist in the delivery informal and formal economic analysis, advice, and support to government on the impact of current and future policy (including regulation, law and other interventions) on competition, consumers and markets.
- Communicating complex information both orally and in writing, to a range of stakeholders with non-technical and specialist backgrounds.
- Promote awareness among officials and elected representatives (in central, devolved, and local governments) of how government action can affect competition and consumer outcomes, through a range of approaches, including: training, published guidance, submissions to government consultations and parliamentary inquiries.
- Develop networks with officials and wider stakeholders to help build awareness in government of the CMA’s work, and of its advocacy role.
- Monitor the CMA’s casework to identify opportunities that might arise to support and advise government, and to follow up on formal recommendations made by the CMA to government.
- Work with colleagues across the CMA, including the Office of the Chief Economic Advisor and project teams, to ensure that relevant knowledge and expertise from colleagues across the organisation is brought to bear on our support and advice to government.

If you’re already a civil servant being appointed on level transfer, you’ll retain your existing terms, including annual leave. If you are being promoted you’ll receive either a 10% pay increase or the new grade minimum, whichever is the greater. Applicants new to the civil service can be considered for appointment at a salary higher than the starting point indicated above, but not more than the advertised mid-point, depending on skills, knowledge, experience and qualifications.

Selection process details
As part of the application process you will be asked to complete a CV, personal statement and an online application form. Further details about application requirements are listed on the application form.
The selection process will comprise of the sift (CV & application review) and an interview. Arrangements for the interview will be enclosed in the invitation. Interviews will be conducted virtually by Microsoft Teams, or in-person at a CMA office.
Please note that it is essential that your personal statement is aligned to provide evidence that you have the knowledge and experience for each of the following selection criteria (as included on the role profile) in your application:
- Strong knowledge of economic concepts, and an understanding of how they can be applied to policy making.
- An understanding of government policy priorities, and of the processes by which policy and law is made and implemented and how it can affect market outcomes.
- Ability to acquire, at speed, knowledge of unfamiliar markets or policy areas.
- Ability to balance multiple competing and changing demands, use initiative and make informed decisions.
- Ability to communicate complex material to a range of audiences, from non-technical to specialist, both orally and in writing.
- Ability to work collaboratively, building effective relationships with colleagues and senior decision makers, and delivering in partnership with other organisations or departments with related goals or responsibilities.
Professional qualifications and accreditations
- An undergraduate degree with the successful completion of at least 50% of modules in economics; or a master’s in economics; or demonstrable equivalent knowledge acquired through professional experience.
The sift will take place week commencing 9 February 2023.
If your application is successful you will be invited to attend an interview. You will be notified via email to log-in to your Civil Service Account and book your interview slot. You will be sent an email with full details of your arrangements for interview.
Interviews will be held week commencing 20 February 2023.
The first part of the interview will comprise an in-tray exercise for which no preparation is required. The second part of the interview will be a 45 minute -1 hour panel interview where you will be asked questions based on the Behaviours, Experience and Technical elements outlined in the role profile.
