Purpose of the job
You will be responsible for the management and oversight of all premises and facilities related matters to the schools within the Newcastle cluster in support of safe, sustainable and simulating environments.
Reporting directly to the Head of Estates you will support the creation of a new centralised service to ensure it is fit for the future as we grow the trust. You will provide operational leadership and support to the premises and cleaning teams and act as conduit between each academy and the trust to ensure strategic objectives are met.
Involved in the coordination of external contractors, the role is crucial in ensuring compliance objectives are met along with supporting the delivery of major and minor capital works, refurbishments and maintenance.
Main Duties and Responsibilities
Built Environment Management
- To coordinate, monitor and manage the timely close out of repair, maintenance and other activities whilst utilising and proactively promoting the use of the help desk and management information systems across the cluster.
- To assist the head of estates with developing and implementing preventative and statutory maintenance schedules consistent across the cluster and oversee the work so it is carried out safely and at the specified frequency.
- Manage all lifecycle arrangements across the cluster which includes ensuring the accurate recording of new and existing assets, the disposal and replacement of equipment, and develop systems that track loaned equipment.
- In conjunction with the Head of Estates, plan, implement and set quality assurance standards on essential facility contracts and SLAs across the cluster and review contracts to identify any cost savings opportunities.
- Responsibility to ensuring a safe and secure estate which includes overseeing effective site access/egress, traffic management, implementation of control of contractors and induction procedures and making sure boundary and security inspections are carried out.
- Manage school utilities and ensure schools are optimising energy efficiency strategies by actively making certain contracts and purchases are linked to reducing the Trust’s overall carbon footprint.
- Contribute to meeting teaching and learning needs by ensuring day-to-day
- Line management of staff (premises and cleaning operatives) to ensure responsibilities are met and oversee external service providers to ensure all responsibilities are carried out to agreed expectations.
Health & Safety Management
- Cluster lead on health and safety to ensure the application of the Trust’s health and safety strategy. Effective engagement with advisors and systems to evaluate strategy performance and report findings to the head of estates to identify areas of improvements.
- In conjunction with the head of estates, produce and maintain health & safety files to include key statutory documents, policies, procedures and training records and ensure stakeholder have access to health and safety information.
- In conjunction with the head of estates, develop and maintain minimum standards across all facility services and ensure good practice through collaboration, training and actively reporting deviations.
- Support the Head of Estates with the review and update of health and safety policies and procedures to ensure critical incidents, accidents and emergency preparedness are planned for and effectively communicated at each site.
- Contribute to establishing and enforcing safety protocols in accordance with trust and compliance standards
- Ensure trust health and safety obligations are met and promote a positive health and safety culture with internal and external stakeholders
Project Management
- Support the building surveyor in the delivery and coordination of capital projects, asset replacements and trust major change programmes.
Security
- Be responsible for the security of the cluster schools by ensuring operational needs and safeguarding requirements are met.
- Responsibility to manage the emergency response rota and visit the sites as part of a team of designated key holders, in emergency situations.
- Proactive monitoring to ensure all security measures, boundaries and equipment are effective and in good working order.
People Management
- Responsible for the operational delivery of facilities services and ensuring the facilities programme is efficiently organised and prioritised through the effective delegation and coordination of staff and skills across the cluster to meet demands.
- Line management, performance and attendance responsibility for Facilities
Supervisors/Managers across the cluster and ensure team and individual objectives are clearly defined and aligned to trust objectives.
- Lead, mentor and motivate the facilities teams and support the roll out of training, professional development and support relevant to roles and responsibilities
- Foster a collaborative approach and ensure the delivery of key information to the team using a variety of means taking into account barriers to communication
- Effectively act as conduit for receiving and providing sensitive or contentious information between the facilities teams, academy staff and contractors and take action where appropriate.
Finance Management
- Monitor and manage allocated budgets to optimise efficiency, reduce operation costs whilst ensuring the needs of the cluster are met.
- Analyse and report on repairs and maintenance spend to the Head of Estates, , tracking progress against targets, and contributing to cost saving measures.
- Ensure assets requiring replacement are referred to the Building Surveyor for review and management.

Safeguarding
- Be aware and familiar with school policies and other guidance on the safeguarding and promotion of wellbeing of children and young people. Taking appropriate action in accordance with school policies and Keeping Children Safe in Education 2022 where required.
