Grade A - £50,466 (National Framework) or £55,635 (London Framework - if you are London office based or homebased and live within the boundary of the M25). There is also an additional homeworking allowance of £529 per annum for those working from home

Contracted Hours: Full time 37 hours per week

Contract Type: Fixed Term for 12 months

This role is part of the Business Change team, a team committee to ensuring that the changes currently underway within the CQC as part of the Regulatory Transformation programme (RTX) are delivered in a structured, controlled, and coherent manner.

Key to the RTX programme’s delivery strategy is to ensure the readiness of the organisation to receive the changes.

Business Change Managers (BCM) are embedded in the project teams and work closely with the Project Managers, Lead Subject Matter Experts and Service Directors in delivering the projects in line with the overarching programme objectives.

Co-ordination with the project stakeholders is key to role, so establishing strong working relationships with those individuals is essential.

The BCMs conduct monthly Change Impact and Readiness Assessments, working with a standardised process to rate and score the readiness of the various teams impacted by the functional service delivery. This process identifies Risks and Issues which need to be mitigated and monitored.

The BCMs also support the identification and creation of the proposed learning needs for the new processes and systems. They also work with our Comms and Engagement team to ensure our internal and external users are aware of the changes being rolled out and the impact to them.

Ensuring the Programme Management Office is aware off the status of artefact delivery, risk assessment and current plans is an essential element of the role.

What you will bring…

The role of the Business Change Manager is to ensure that all change initiatives in CQC are understood, that users are prepared to adopt the new ways of working ensuring that business processes, working practices, systems and support structures across the business are adjusted to drive tangible and non-tangible business benefits.

The role will maintain a strong focus on people and how changes impact them to ensure business risks are mitigated and the impact to people is minimised.

The purpose of the role is to ensure that specific projects meet objectives, on time and on budget by increasing colleague’s adoption of the new way of working and usage of new processes, systems and technology achieving measured improvements in business operations.

Accountabilities:

Working with the Head of Business Change support the work of the programme(s), including the scope of each project, to ensure it covers the necessary aspects required to deliver the products or services that will lead to operational benefits.

Responsible for the delivery of effective implementation of the change, which includes the promotion of business vision, and maintaining the benefits framework that links change delivery to the achievement of business benefits.

Implement business led change projects using recognised project and Business Change management principles to establish, drive and embed change.

Identifying, defining and tracking the benefits and outcomes required of the programme(s).

Ensuring that maximum improvements are made in existing and new business operations as groups of projects deliver their products into operational use.

Take the lead on transition management, ensuring that business as usual is maintained during the transition and the changes are effectively integrated into the business.

Optimise the timing of the release of project deliverables into business operations.

Identify and support any additional change managers, key users, and change agents in the development of appropriate change management plans for other change initiatives.

Liaise with the owners of any other relevant plans to ensure that Business Change requirements remain fully linked to and part of the overall process for managing change initiatives across CQC.

To ensure that business stability is maintained during the transition and that the changes are effectively implemented and integrated into CQC teams.

Essential Skills and Experience:

Ability to lead and manage change effectively in complex and fast-moving environments and a proven track record of delivering cultural shift.

Ability to recognise, understand and manage change resistance and a solid understanding of how people go through change and the change process.

Ability to clearly articulate messages to a variety of audiences and stakeholders, both internal and external to CQC.

Familiarity and experience with project management approaches, tools and phase of the project lifecycles.

Experience with a varied scale and type of organisational change efforts.

Detailed knowledge of the business environment and direct business experience - in particular, an understanding of the management structures, politics and culture of the organisation owning the programme.

Have effective communication skills that articulates the programme vision to staff at all levels of the organisation.

Good working knowledge of business change techniques such as business process modelling and re-engineering.

Collaborative approach to working with the ability to establish and maintain strong working relationships.

Desirable Skills and Experience:

Relevant Change Management qualification.

Relevant Project Management qualification.
