Our Business Analysts are at the core of defining our digital projects and IT services to meet our customer needs and to deliver on our technology strategies.

We are seeking two Business Analysts to support the technology programmes aiming to improve our employee experience.

These projects will cover both the modernisation of our HR systems and our IT equipment and operating environment. We are seeking new team members who are passionate about achieving positive outcomes for service users through technology innovation.

The Islington Together 2030 plan and priorities set out an ambitious vision for our Borough and our organisation. Digital Services has an equally ambitious change programme as we collaborate with other council services delivering the digital products and services that enable this vision.

In this role you will be working in a diverse environment with broad input across a wide range of council departments. You will develop relationships across the council, as you help to define and deliver on our long-term technology delivery plans and strategies.

These positions are fixed-term contract or internal secondment opportunities, for those with relevant skills and experience.

The Role

You will work alongside, Business Relationship Managers and IT architects, to qualify new project initiatives and designs through discovery and requirement gathering. Together with project managers the Business Analyst will then support the planning, delivery and testing of new systems and solutions.

The ideal candidate will be able to demonstrate a range of techniques used to gather define business requirements and the discovery and definition of new projects. Familiarity with business modelling techniques and core project documentation is advantageous in this role. As is experience in creating or contributing to business cases, procurement specification and user testing plans.

Digital Services is the central hub for technology support to Islington Council. Delivering core IT services and IT/Digital projects across all council services. Building on a successful response to the recent global pandemic, we continue to re-define relationships with our customers. We are moving from being the IT infrastructure provider for the organisation to a Digital Partner, helping the council reinvent public services.

Business Analysis
  • To elicit requirements using interviews, analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpoints.
  • To produce and take responsibility for the production of high-quality business analysis outputs, including process maps, process and service descriptions, feasibility studies, options papers and appraisals, preparing and assuring project briefs, and providing key input into post-project reviews.
  • To work with service managers to advise and support them in improving their business processes, including providing them with tools, process-maps and other appropriate mechanisms that demonstrate the improved 'to be' process and the schedule for achievement.
  • Build strong working relationships with senior managers and their staff in order to gain their full involvement in all stages of business projects using strong interpersonal skills in order to negotiate and influence priorities and also to resolve conflicts where necessary.
  • Work in a consultative manner with multiple stakeholder groups, effectively navigating conflicting priorities and adapting to areas of continual business change and technical transformation.
  • Responsible and Accountable for analysing the business landscape including categorising and prioritising business needs and issues (by using appropriate tools), assessing business capabilities and documenting gaps.
  • Responsible and Accountable for the design, development, implementation, continued maintenance and improvement of a BA toolkit of best practice based processes and templates to standardise and streamline the delivery of Business Analysis as a Strategic IT Service within IDS.
Detailed Requirements Gathering
  • To deconstruct high-level business and user requirements into functional and non-functional requirements at an appropriate level of detail suitable for use by those who must base their technical work delivery on the requirements. As part of these requirements, to ensure that there is the appropriate focus on quality assurance, monitoring, external interfacing, constraints and a clear awareness of impacted and dependent non-functional requirements.
  • Responsible and Accountable for requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to best practice and council standards.
  • Participate in peer reviews of Digital Services work products derived from requirements specifications to ensure that the requirements were interpreted correctly.
  • Consult with BRM to balance objectives and desires of diverse directorates and viewpoints to ensure critical matters are supported with sensitivity and awareness of council wide objectives.
  • Accountable for the management of requirements traceability information and responsible for tracking requirements status throughout the project.
  • Responsible and Accountable for change management of requirements through effective application of change control processes and tools.
  • Responsible and Accountable for the design and implementation of effective requirements practices within Digital Services, including continuous improvement processes.
  • Prepare, organise and lead workshops, interviews, and facilitating groups in order to identify business needs and objectives, and to analyse this data to produce meaningful requirements.
Business Engagement Support and Assurance
  • Responsible for working collaboratively with Business Relationship Managers and other members of the Business Engagement team early in the Opportunity and Demand Management processes to ensure that the strategic intent, business requirement and high level aim of the work is accurately transformed into technical work requirements.
  • To actively participate in demand teams to ensure that delivery aligns to business needs.
  • To develop innovation by mentoring those with less experience, train staff through both formal and informal training programmes, and suggest areas for improvement in internal processes along with internal solutions.
  • Responsible and Accountable for identifying with the Business Relationship Manager, Project Manager, or Solutions Architect where further business analysis work is required within Demand Items or projects, to agree the scope and timescales for the work and to lead on producing the deliverables for that work.
  • The role will work with the Business Relationship Manager to classify requests and will lead on producing feasibility studies, options and requirements documentation. This will include identifying and documenting existing processes, analysing these and developing to-be processes in line with corporate and business objectives.
  • The BA will work with business and technical users, helping them to understand the business problem and develop processes and requirements, interpreting and explaining constraints such as those imposed by statute or by council policies and corporate, digital and technology strategy.
  • The role will work with the Solutions Architect to ensure that the requirements are fully-understood by explaining these to the SA and ensure that any proposed solutions meet business needs by achieving an understanding of the Solutions Architect’s responses.
  • To research and evaluate potential solutions with new or existing systems suppliers and make recommendations which will meet business objectives. Obtain responses to functional specification from potential suppliers (internal and external), for all or part of a solution, including initial estimates of costs and delivery timescales.
  • Produce monthly, quarterly and annual reports that provide analysis of Business Engagement projects and provide recommendations supported by data, to ensure the successful delivery of Business Engagement Objectives. Compile and measure metrics to ensure sufficient data to make informed decisions.
Project Support and Assurance
  • To take a proactive lead on ensuring that projects and programmes are delivering business needs and to work with stakeholders, including project sponsors, project managers, business and technical users to review project alignment where necessary. To also work with the User Experience Analyst to identify an optimal user journey consistent with the business system(s) and business process(es).
  • To understand and champion the corporate ICT strategy, technology programme and work-direction in order to ensure that guidance and advice provided to service areas is consistent, accurate and up-to-date. Act as an advocate for change and improvement for all services.
  • To provide expert guidance on ICT projects that may require the authority to take a course of action which could involve substantial impact on resources halting or revising the scope of any ICT project.
  • Consult and Inform Project Teams and DS Executive Leadership on subjects, projects, or areas of improvement which have been discovered or revealed during the requirements gathering, analysis, and/or engagement support processes.
Resources and Financial management

Ensure effective Financial Management, cost controls and income maximisation in an ever changing environment, fluctuating demands and priorities. Ensure resources are well managed and effectively deployed to the best possible effects assuring value for money in all activities.
Compliance

Ensure legal, regulatory and policy compliance under GDPR, Health and Safety and in area of your specialism identifying opportunities and risks and escalating where appropriate.
