The UK Health Security Agency (UKHSA) is a national organisation that was established in 2021 to help protect the UK from infectious diseases and other public health threats. Their mission is to provide leadership, expertise, and coordination in the prevention, preparedness, and response to public health threats. They bring together world leading science, data analytics and operational expertise, and partner with industry, academia, and government.
This is an exciting opportunity to join Health Protection Operations as a Business Analyst. Within HPO they are embarking on a transformation journey with the design of a new operating model which will define the functions, shape the teams, and build the capabilities to enable HPO to deliver against its ambition to provide services that supports every person in every community feel health secure.
The Target Operating Model (TOM) Design, Business Analyst within Health Protection Operations (HPO), will identify, understand, and analyse the end user, the citizen and business needs. The post holder will ensure HPO outcomes are aligned with the UKHSA and HPO vision and business strategy by contributing to the link between current and future state business/operating models and delivering to the overarching business architecture.
This is a fixed-term role until 30/11/2023.
Main Responsibilities- Coordinate requirement activities, their validation and sign-off ensuring that the needs of the key HPO and UKHSA stakeholders are articulated determining the need and value of performing the activity based on the context/business need.
- Coordinate and lead on the evaluation of requirements against the present state (where we are) & the target state (where we want to be) and identify opportunities to develop successful business requirements as well as cultivate stakeholder relationships needed to make the transition.
- Impact analysis of business change.
- Coordinate and lead on ensuring that identified benefits analysis is developed and disseminated to project/programme sponsors, senior managers, and project stakeholders where applicable. This will form the basis of the benefit management plan.
- Manage the delivery of change against a fully auditable process.
- Apply recognised methodologies; audit test and quality gates; review deliverables from team and any releases.
- Lead on the work of systems analysis to ensure business needs are translated into solutions against identified timelines, and work with technical leads to ensure business needs are translated into the technical solutions.
- Coordinate change with policy and strategy to ensure business systems, workflows and processes contribute to target operating model.
- Coordinate development and application of frameworks as applicable to include application of methodologies; operating model/ target operating model; functional specification; user cases; user stories; UAT plans and strategy; entry/exit and /or no/no go criteria; defect analysis; forms and templates; guidance; business case.
- BCS International Diploma in Business Analysis or equivalent demonstrable experience.
- Experience of working on complex change programmes with specific experience in designing target operating models.
- Extensive and demonstrable knowledge in working with multiple stakeholders to shape priorities, identify scope and standardise tools and processes.
- Good understanding of business architecture tools, techniques, and principles, including capability maps and modelling impact assessments.
- The ability to translate end user and business needs into artefacts required for agile delivery, including user stories, epics, and features.
