Job description

Duties

As an Attorney Advisor (Senior), the incumbent is responsible for conducting, directing, planning, organizing, and managing complex investigations of fraud, waste, or abuse in the Commission’s programs, particularly on the Universal Service Fund’s E-rate, High Cost, Low Income, Rural Health Care and Contributor programs and on the TRS program. The incumbent will work with and support federal and state prosecutors and agents in pursuing prosecution of criminal and civil abuses of Universal Service Fund and other Commission programs. Additionally, the incumbent provides expert investigative assistance in investigations including developing and implementing plans for investigations, identifying, and interviewing witnesses and gathering evidence; recommending issuance of, preparing, and reviewing requests for, and responses to, subpoenas; issuing formal written opinions on investigative and audit matters. The incumbent provides expert legal advice on matters concerning civil, criminal, and administrative practice and procedure, including legal interpretations of laws, regulations, and policies; referring questions that require more in-depth interpretation to higher level or appropriate authority; and training OIG staff on legal issues relating to the conduct of duties and investigations, civil and criminal remedies, and areas of substantive law relevant to the OIG mission. The incumbent is expected to travel as needs require for example, to conduct witness interviews, to collect evidence, to conduct on-site inspections of equipment and services purchased with Universal Service Funds, to meet with prosecutors and law enforcement agents or to testify in court proceedings. The incumbent will work on other duties as assigned.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.

A. Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

NOTE-If you do not provide a transcript at the time of application, a transcript will be required to be provided at the time of selection.

B. Specialized Experience

Applicants must have a minimum of four years of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:

1. Experience supervising and conducting complex, and lengthy government or corporate investigations.

2. Experience interpreting and applying expert knowledge of the Federal False Claims Act, 31 United States Code § 3729 and alleged violations of Title 18, United States Code.

3. Experience interpreting and applying expert knowledge of the programs supported by the Universal Service Fund and/or the emergency benefit programs.

4. Experience negotiating responses to government-issued subpoenas or civil discovery requests.

5. Experience preparing for and conducting witness interviews or depositions;

6. Experience drafting interview memorandum, detailed reports of investigation, and report summaries with analyses and recommendations.

7. Experience making oral presentations to senior management or government officials.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
