The Role
We are now seeking to appoint a new Assistant Head of Financial Services – Governance, Payables and Systems who will be responsible for the strategic and operational accountability for this key role.
The successful candidate will provide leadership and management of the Board wide Financial Governance and Counter Fraud arrangements and oversee the Accounts Payable, Bookkeeping and Endowments accounting functions, supporting the Head of Financial Services in the collation and preparation of the Boards statutory annual accounts.
The post holder will ensure the ongoing efficiency and effectiveness of the Board’s financial accounting systems and processes through continual review and updating to support the Board’s strategic objectives and compliance with national NHS financial and legislative obligations.
The role will entail overseeing the regular review and update of the Boards Standing Financial Instructions and ensuring they are aligned with the Scheme of Delegation and will act as the Board’s Fraud Liaison Officer.
Key responsibilities will include ensuring that the Accounts Payable, Bookkeeping, Endowments and Financial Systems are operating effectively and support the preparation of the Board’s monthly and statutory annual accounts undertaken in accordance with Standing Financial Instructions, Financial Procedures, all relevant professional and legal guidance and standards and the provision of robust financial systems through efficient and effective management.
We are looking to appoint an exceptional candidate who will be responsible for Financial Governance and Fraud Prevention as well as the overall financial management and performance of all aspects of the financial services within your remit in order to support the collation and preparation of the Board’s monthly and statutory annual accounts in line with accounting standards.
The post demands an engaging and inspiring leader who, can challenge conventional thinking, embrace change and have a genuine desire to continuously improve financial performance.
Candidates will bring extensive experience of developing and implementing financial process improvements, month end and year end accounts preparation, development financial strategies, leading transformation and change, excellent people management skills and the ability to work effectively in partnership with internal and external stakeholders.
You will be a qualified accountant and will hold full qualification in one of the recognised Consultative Committee of Accounting Bodies (CCAB) or CIMA. It is essential that candidates can demonstrable experience in a Senior Finance Manager role including significant budgetary responsibility and expert in the delivery of a quality finance service with a broad range of practical experience in the provision of a modern financial management service, including year end, performance management and strategic financial planning is essential to the role.
