Supervisory Responsibilities
- Develops performance standards
- Evaluates work performance of subordinates
- Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to Mental Health Care Line Executive
- Identifies developmental and training needs of employees, providing for and arranging for needed development and training
- Finds ways to improve production or increase the quality of work directed
- Effects disciplinary measures as appropriate to the authority delegated in this area
- Assures that subordinates are trained and fully comply with the provisions of safety regulations
- Furthers the goals of equal employment opportunity (EEO) by taking positive steps to assure the accomplishment of affirmative action.
Administrative Responsibilities
- Coordinates services offered to Veterans and their families enrolled in the program
- Formulates, interprets, and implements policies and procedures pertaining to quality mental health care in a mental health program
- Develops effective programs and treatment strategies for mental health program patients and their families
- Directs and guides various mental health disciplines within the mental health program to assure efficiency
- Participates in recruitment procedures and interviews to select personnel for mental health program
- Evaluates current program services in a systematic manner, including the collection, tabulation, and presentation of program statistics, trends, and outcome measures
- Interfaces with other program directors, the Mental Health Care Line Executive Office, and VA personnel
- Advises the HCHV and MHCL leadership on relevant programmatic issues with recommendations for improvement in service delivery
- Collaborates with other program directors and managers as a member of the Mental Health Leadership Advisory Council
- Monitors control point funds for HCHV Medical Staff
- Prepares and implements grant and contract proposals. These may be for Veteran or non-veteran populations
- Completes, independent program and fiscal oversight
- Maintains liaison with local, state, and national organizations related to content field of program (e.g. behavioral health care, telemedicine)
- Attends VISN and VHA meetings as requested, either as consultant or member
- Adjusts staffing levels or work procedures within Program to accommodate resource allocation decisions made at higher echelons
Teaching/Training
- Holds faculty appointment at affiliated university (Assistant Professor, Baylor College of Medicine, Department of Psychiatry)
- Involved in the training of Clinical Trainees at any/all levels of training
- Provides leadership, guidance and consultation on staff education and development

- Designated by MHCL leadership

Qualifications
Physician Assistant Basic Requirements
- Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~
- Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~
- Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia.
Grade Determinations:
- Physician Assistant-I (PA-I)
- Experience and Education: None beyond the basic requirements. This is the entry level for PAs.
- Physician Assistant-II (PA-II)
- Experience and Education: The PA at this grade is at the intermediate grade level and has had progressively increasing responsibility and experiences.
- Two years of successful practice as a PA.
- OR Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency.
- OR A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education.
- Physician Assistant-III (PA-III)
- Experience and Education: PAs at the PA-III grade are at the full performance level and lead and organize patient care independently, practice within multi-disciplinary teams, and coordinate all aspects of patient care across the health care system.
- Three years of successful practice as a PA.
- OR Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency and one year of professional practice as a PA.
- OR A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education and one year of professional practice as a PA.
Preferred Experience:
- Have at least 1 year of practice at the full performance level for their discipline.
- Have at least year of experience working with homeless patients or other relevant populations (Substance dependence, Serious mental illness ( Bipolar Disorder or psychotic spectrum disorders)
- This position does require driving to community locations.
- The selected candidate must be able to drive a government vehicle (multiple times per week) and transport veterans to the facility if needed. Transportation of Veterans will not be a frequent task.
Physical Requirements: Able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, climbing and carrying supplies. Light lifting and carrying, under 15 pounds, reaching above shoulder, use of fingers and standing.
