Job summary
This is a unique and exciting opportunity to join one of the Government’s leading data transformation and strategy teams. The Home Office Data & Identity Directorate is in the Home Office’s Science, Technology, Analysis, Research (STAR) Group and has expanded to respond to the Department’s 2030 vision for data and help deliver the integrated review pledge. Its role is to help transform how the Home Office and sector use data to meet Government’s strategic objectives whilst maintaining the highest levels of public trust and confidence. It is at the heart of the Government’s data and technology agenda and pivotal in delivering our objectives and building a modern civil service.
The Data Capability Centre (DCC) has been established to provide leadership, coherence, coordination and drive our data agenda and portfolio of activity – in line with ambitions we set out as part of our broader transformation landscape. The DCC is building strategic functions and services on a wide range of data issues, capabilities and programmes and is positioning itself to develop, deliver, coordinate, and influence the department and sector’s strategic approach to data.
Job description
This is a pivotal post in the Home Office’s data landscape and offers visibility with a wide range of partners from across the department and wider agencies. The main purpose of this role is to plan, coordinate and manage the data literacy skills agenda for the Home Office and sector whilst driving cultural change and future-proof the organisation’s data skill capabilities. Our objective is to provide all staff with the confidence to engage in data conversations, build common understanding and language and build longer term capability through investing in people, culture and community development. This includes championing and promoting the desired data values and behaviours to influence changes in organisational culture and workforce behaviours.
The successful candidate will work alongside the Data Literacy Lead to identify, diagnose and plan to address data literacy needs through a strategic framework and create pragmatic and tailored support to the Home Office family to drive behavioural changes.
The ideal candidate will have experience with designing, coordinating and managing learning interventions, evaluation of learning initiatives as well as facilitation experience and building communities of learning.

This role can be hybrid (2 days in office) subject to business needs but will include periodic travel to London and other UK locations.
Due to the nature of the role, this post is available on a full-time basis only due to the business need. With the possibility of flexible working, (Not home worker) but compressed hours, or work outside of 9-5.
Person specification
The main responsibilities of this role include
- Manage and coordinate existing data learning interventions and skills pathways across the Home Office, sector and broader government and industry.
- Design, implement and facilitate tailored learning interventions for a wide range of partners and embedding a data-driven culture.
- Conduct regular reviews, learning need analysis and evaluations to ensure data skills are continuously aligned to business needs and future proofed as well as identify new skill gaps or areas for expansion to address any changes required for our continuous improvement plans.
- Manage, coordinate and prioritise the data literacy portfolio of work, consisting of learning and development and project-based responsibilities to meet required budget, deadlines and objectives.
- Maintain and facilitate networks and support the growth of communities of interest that can critically engage with the data skills agenda.
- Maintain reporting on various data literacy activities to demonstrate learning intervention effectiveness and the success of data literacy initiatives using Excel.
- Manage learning management systems (LMS), respond to data literacy queries, resolve service issues, identify areas for continuous improvement and identify issues and risks as required.
- Support the Data Literacy Lead with the creation of a data literacy comms plans, material and engagement events as well as creating/updating content on various communication channels.
Essential criteria
- Experience of learning and development management and delivery, including experience designing and managing a training programme within a fast-paced and complex environment.
- Facilitation experience and confidence to present to a variety of stakeholders including senior leaders.
- Strong analysis skills in order to critically evaluate current training and skills pathways and highlight areas for change as well as manage learning and development reporting using intermediate Excel skills and other Microsoft tools.
- Strong verbal, written and interpersonal communications skills to be able to articulate and share the data literacy agenda, learning objectives and plan with a variety of partners.
- The ability to work collaboratively with other team members to align on data training requirements and needs.
- Stakeholder management experience including fostering relationships, coordinating and aligning skills agendas across the Home Office and sector.
- Ability to champion and commit to Home Office values; Respectful, Courageous, Compassionate and Collaborative.
Desirable criteria
- An understanding of the potential role digital and data can play in shaping the Home Office or another Government department.
- Good understanding of training and development process, especially in the context of establishing training for a workforce.
- Successful candidates will require SC clearance. Vetting to SC level is a pre-requisite for this role and the successful candidate must pass this before they can take up the position.

Sift and Interview dates

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV.
