Whole Energy Market Strategy Manager
About the role
This is a new role for the The Electricity System Operator (ESO), so as the manager you will establish the new high-performing strategic team (headcount of 5) and create the foundational ‘case for change’ for the whole energy market strategy, before going on to set out and deliver a programme of research and analysis on how these markets need to be designed and reformed. The team will engage and collaborate with a wide range of industry and academic stakeholders and innovators across the markets to develop this strategy, also looking internationally to understand best practice.
You will also work collaboratively across the organisation, not only across Markets (in particular the other Market Strategy and Development teams), but also closely with teams in Networks and National Control that work on ensuring zero carbon system operability, as well as in Strategy and Regulation, in particular the Future Energy Scenarios teams. You will also need to work very closely with our Future System Operator team as your work will be one of the flagship activities of the new independent organisation.
This role can be based from Warwick or Wokingham, and we continue to offer hybrid working from office and home. The role is suitable for full time and part time applicants, as well as flexible working arrangements
About you

- Proven strategy experience, ideally from working in a strategy role at a consultancy or utility
- Deep understanding of energy markets and of the economics of investment and operation in those markets.
- Proven leadership and influencing skills, not just in leading high-performing and motivated teams, but in working effectively across your peer group and senior management, gaining buy in to priorities and driving delivery through others. You should have a passion for people development.
- Excellent communication skills, both written and verbal, including articulation of complex insights in a compelling and credible way that is appropriate for the audience.
You will play a leading role in demonstrating thought leadership and influencing a range of senior stakeholders and customers, including Government, Ofgem and all corners of the industry. This will include developing strong relationships with industry players across the various markets. You will be a strong advocate for our market development proposals, in addition to driving the evolution of wider GB markets (e.g. wholesale, capacity market, DSO markets etc) that need to work synergistically with ESO markets.
You will build and develop strong internal networks, working across ESO to deliver cross-functional initiatives and outcomes. You, along with other senior managers in the team, will be responsible for setting the culture and a positive working environment in the Markets function, as well as the ESO, which strives to be the Net Zero Employer of Choice. A competitive salary between £49000-£80000 + bonus, depending on experience.

Key accountabilities
- Work with industry, academic and markets experts, as well as internal experts across the ESO, to develop a whole energy market strategy for GB
- Establish and facilitate a new Whole Energy Markets Industry Forum, bringing together key players to help identify strategic value opportunities and interventions
- Collaborate with and influence key stakeholders across government and the regulator
- Work across the organisation to coordinate with other key strategic programmes, such as Net Zero Market Reform, Zero Carbon Operability, Centralised Strategic Network Planning, Future Energy Scenarios, and emerging FSO roles such as the Regional System Planner.
- Influence and engage with the ESO Executive Team to deliver key strategic recommendations.

The UK has set out its ambition to be net zero by 2050 and the energy industry is responding – together we are building a cleaner, greener Britain. The ESO Markets function sets the strategy for, designs and delivers a range of long-term and real-time markets to balance and operate a secure, rapidly decarbonising GB electricity system, at lowest cost to consumers. These markets represent a major investment signal to a wide range of supply, demand and flexible technologies.
Over the last 2 years, the ESO has been delivering strategic advice to government, Ofgem and the wider industry on how the wider framework of electricity markets in GB should be reformed for net zero. As we transition into the Future System Operator, we will expand our thinking, considering market design and development across different vectors and new emerging markets. These markets include not only electricity and gas, but emerging markets for heat, hydrogen and carbon. We must also consider the whole market value chain, from generation/production through to retail/consumption. The Whole Energy Market Strategy team will be the strategic core of this new activity, understanding how these markets across the whole system can be designed to efficiently coordinate investment and operation as the system transitions to net zero.
