Overview

We are seeking to appoint a Consultant with complementary skills to the local and regional requirements. This offers an excellent opportunity for someone with the appropriate subspecialist skills to join the team to cover a potential catchment area of our client’s NHS facility.

Applicants must hold full registration and a licence to practice with the GMC.

Candidates for Consultant posts must also be on the GMC Specialist Register (including via CESR/European Community Rights) or will have a CCT/CESR(CP) date within 6 months of interview.

West Yorkshire is a metropolitan and ceremonial county in England. It is an inland and, in relative terms, upland county having eastward-draining valleys while taking in the moors of the Pennines. West Yorkshire came into existence as a metropolitan county in 1974 and has a population of 2.3 million.

The county borders, going anticlockwise from the west: Lancashire, Greater Manchester, Derbyshire, South Yorkshire and North Yorkshire. The terrain of the county mostly consists of the Pennines and its foothills which dominate the west of the county and gradually descend into the Vale of York and Humberhead Levels in the east.

West Yorkshire lies in arguably the most strategic part of Yorkshire: the M62, M1 and the A1(M) pass through the county, as well as the internal urban motorways in Leeds and Bradford. West Yorkshire has two mainline railway stations, Leeds and Wakefield Westgate. Leeds railway station is the only Network Rail principal station in Yorkshire and North East England, and one of only three in the North of England along with Manchester Piccadilly and Liverpool Lime Street. Other important railway stations in West Yorkshire include Bradford Interchange, Bradford Forster Square, Huddersfield, Halifax, Dewsbury, Keighley and Shipley. West Yorkshire also has Yorkshire's largest airport, Leeds Bradford Airport.

Department

In July 2009 the Community Paediatric Team joined the Acute Paediatric Service within our Hospitals trust. This exciting development coupled with a new Women and Children’s Division in 2015 and an increased specialist nurses team has provided a comprehensive paediatric service. They are keen to attract new colleagues who can contribute to the overall needs of the service and child population.

Paediatric Inpatient Facilities

Paediatric Medical Inpatient facilities are located on Ward, a spacious and well-appointed new ward which was occupied in November 2010 on completion of the third phase redevelopment. The new ward has a CAU, a 4-bed short stay area, a High Dependency Unit of 2 beds, enhanced parent facilities and a dedicated area for adolescents. They are proud to be Your Welcome accredited. There are a total of 38 beds shared between medical and surgical specialties. The child friendly décor and the design of the new ward have been welcomed by parents and staff alike.

Equipment for short-term ventilation and intensive monitoring of children with acute serious illness is available, and children requiring intensive care are generally transferred to the PICU at a nearby facility.

Paediatric Surgical facilities are co-located on the ward allowing comprehensive paediatric medical cover of surgical patients. Emergency general surgery in children under five years is referred to a nearby facility

Children’s Assessment Unit

The CAU has been running as a winter pilot for recent years and has demonstrated reduced admissions and earlier senior reviews. The post is part of a winter plan to provide additional consultant cover 9-9pm Monday – Friday and weekends in addition to continuing the existing on call consultant led inpatient paediatric service. Until now the CAU has run 1-9pm on weekday only. The CAU is staffed principally by the CAU consultant and a senior children’s nurse and is situated within the children’s ward. Over the winter the CAU will also be supported by ED doctors and/or Advance Clinical Practitioners. The CAU consultant receives all calls 9am-9pm and is able to accept to CAU or accept to the ward for a full admission. The CAU is designed to fast track those children who are likely to be discharged home immediately or after a short period of observation or intervention.

Neonatal Care

The Special Care Baby Unit currently has 18 cots of which three are equipped, funded and designated for short term neonatal intensive care. The unit is equipped for conventional ventilation. The Hospital is playing an active part in the West Yorkshire Neonatal Intensive Care Network. The Unit is designated a Level 1-2 unit and infants less than 27 weeks gestation are transferred to Level 2 or 3 units depending on Network capacity. There is an ongoing programme of neonatal nurse recruitment and training, good liaison with Obstetric colleagues and good clinical relationships with the surrounding neonatal units that make up the West Yorkshire Neonatal Network. Neonatal Surgery is referred to and, currently referred to a nearby affiliated facility. The Special Care baby Unit is currently open to 12 cots based on the current nursing establishment.

Hospital Paediatric Outpatient Facilities

Purpose built Paediatric Outpatient facilities are part of the new building. Each clinic has dedicated paediatric nursing and play therapy support.

Each Acute Paediatric Consultant carries out regular clinics for babies, children and young people at the Hospital. The service also provide a Consultant-led ambulatory clinic service on three days of the week at a nearby facility. Some consultants also contribute to a similar service at other Hospitals within the dedicated Children’s Clinic.

Two consultants carry out regular Diabetes Clinics

Three consultants currently carry out weekly Allergy Clinics

One consultant carries out a monthly Cystic Fibrosis Clinic

One consultant is clinical lead for Neonatology

One consultant leads for Cardiology doing a shared care Cardiology Clinic with a visiting consultant.

One consultant carries out monthly Rheumatology Clinics, some with the Adult Rheumatologist.

One consultant carries out a weekly Epilepsy Clinic, monthly Young Person’s Epilepsy Clinic and regular shared care tertiary clinics with a visiting Paediatric Neurologist.

General Duties- guideline only

The applicant will be part of the rota for the new Children’s Assessment Unit (CAU) providing acute assessment of children referred from ED and GPs and hotline advice for children. The CAU is situated within the Children’s Ward at the Hospitals and is currently open 1-9pm Monday to Friday. From September 2021, it is extending to be open from 9am- 9pm including weekends. This post is to contribute to these extended hours between September 2021-until March 2022. The role will also include an evening 8-9pm ward round limited to the review of new children admitted to the Children’s ward who have not yet seen a consultant. The CAU shift time integrated patient admin time. Throughout the CAU opening there remains full separate cover of the emergency department, acute paediatric and neonatal service by a different paediatric consultant and a resident middle grade and junior paediatric team.


The post will include the core components of 4 weekday CAU sessions and weekly Saturday or Sunday shifts 9am-9pm. Other CAU sessions will be supported by the rest of the paediatric team in order to ensure CAU cover at other times. Further details regarding the CAU service are described further below.


Applicants must have clinical experience and competencies for the broad range of acute inpatient and outpatient general paediatric problems within the core requirements of the post.


The over-riding purpose is to support the provision of the highest quality patient care through personal actions and continuous improvement.


The Consultant appointed will be expected to undertake the following duties:


1. Provision with Consultant colleagues of a service to the Hospitals, with responsibility for the prevention, diagnosis and treatment of illness, and the proper functioning of the department


2. Any responsibility which relates to a special interest


3. Professional supervision and management of junior medical staff including the observance of local employment and human resource policies and procedures


4. Responsibilities for carrying out teaching, examination and accreditation duties as required and contributing to undergraduate, postgraduate and continuing medical education activity, locally and nationally


5. Managerial, including budgetary responsibilities where appropriate and compliance withstanding orders and standing financial instructions of the Trust


6. Where it is agreed between the parties in job planning and in line with the 2003 contract, work on behalf of the Hospitals such as domiciliary consultations, or services provided by the Trust for other agencies, e.g. the prison service. (This excludes work done under direct arrangements between an individual Consultant and a third party, e.g. Category 2)


7. The post holder must at all times carry out his/her duties with due regard to the Trust’s Equal Opportunities Policy

13. The post holder is responsible for data quality and complying with the policies, procedures and accountability arrangements throughout the Trust for maintaining accuracy and probity in the recording of the Trust’s activities

15. Staff are required to comply with the requirements of the Freedom of Information Act 2000 in line with Trust Policy


Job Plan

Regular job planning meetings will be undertaken with the post holder to ensure that the appointee is remunerated for any additional activities undertaken and that the job plan accurately reflects the overall workload undertaken by the post holder.


The supporting professional activities (SPAs) allocation within the provisional job plan is an illustrative guide and will be finalised following individual agreement with successful candidates. Further discussion on supporting professional activities will depend on the Trust's requirements and the individual's particular expertise.

Salary


This is as described in the Medical and Dental Terms and Conditions, in line with the Consultant Contract (2003). The current full time salary scale (as of July 2020) ranges from £84,559- £114,003 a year with eight thresholds.


The on call supplement is Category A and attracts a supplement of 5% of basic salary.

Office Accommodation

Office accommodation will be provided for the appointee with secretarial support.

Management Responsibility

All Consultants are required to attend the monthly Directorate Meetings. Post holders will be expected to share in administrative duties allocated by mutual agreement within the Directorate. As part of the Consultant Team, the consultant will offer mentoring support and lead the existing clinical team through, one-to-one support, individual case management and complex cases, identifying development needs and suggesting CPD (Continuous Professional Development) opportunities and responding to clinical enquiries via e-mail and telephone.

Teaching/Research

The consultant will be required to participate in programmes for teaching clinical students, training junior doctors and in clinical examinations. The post-holder’s contribution to teaching, training and research will be included in the regular job plan review. Teaching will take place during programmed activities and flexibly at other times.

  • To provide conditions for improved training opportunities in line with national and local recommendations arising out of GMC and related requirements
  • To supervise and manage the work of his/her junior medical staff and participate in the training and development of these staff to the standards required by the Royal Colleges.

Clinical Governance & Audit

The consultant will participate in clinical governance activities, including clinical audit, clinical effectiveness, risk management, quality improvement activities as required by the Trust, and external accrediting bodies. There are 6 half day clinical governance meetings per annum which substitute regular fixed sessions. There is a weekly consultant meeting before MDT on Friday to discuss any issues during the week and to plan for next week.

Personal & Professional Development

The post-holder will be required to keep himself/herself fully up-to-date with their relevant area of practice and be able to demonstrate this to the satisfaction of the Trust.

The Trust supports the requirements for continuing professional development as laid down by the Royal College of Physicians and is committed to providing time and financial support for these activities.

Medical revalidation is the process by which the General Medical Council (GMC) confirms the continuation of a doctor’s licence to practise in the UK, provides greater assurance to patients, the public, employers and other healthcare professionals that licensed doctors are up-to-date and fit to practise. It is a key component of a range of measures designed to improve the quality of care for patients.

The Trust supports Royal College guidance on provision of mentors for new consultants in line with GMC recommendations. All newly appointed consultant staff are provided with a list of locally trained mentors who are available for ongoing support as required.
